Killbuck Village BPA

February 22, 2016

The meeting was called to order by Don Hughes. Present were Kevin Kauffman, Brian Rippeth, Mike Judson and Rick Allison.

A motion to approve the previous minutes was made by Don Hughes; second by Brian Rippeth. Kevin Kauffman voted yes.

Don Hughes made a motion which was seconded from Brian Rippeth and Kevin Kauffman voting yes to approve Customer Balances, Bills, Timesheets, Financial Statements and Customer Adjustment.

New Business

Adjustments will need to be made for the 2016 budget before March 7th as a few accounts were left out in both water and sewer funds. Don will email the changes to Nyla to insert in the budget for the final reading on March 7th.

Old Business

Don Hughes went over the proposed ordinance for the water and sewer rates and some minor changes that need to be made prior to the March 7th Council meeting.

Mike Judson went over the Sperry and Rice meter reading and how the rate should be set up for them as they have a unique situation by having their own well an EPA permit to pump to the Killbuck Creek. This will be reviewed again and Mike will continue to gather reading this week as changes will need to be included in the ordinance March 7th.

Mike Judson reported that he spoke with the fire department and he would like to go ahead and get the meter and then install it in the spring. A motion for Mike to purchase up to $2,000.00 was given by Don Hughes; second by Brian Rippeth. All others approved.

Brian Rippeth wanted to go on record that he feels the people who live outside the village limits but use water and/or sewer should paid more for the service.


A motion for adjournment was made by Brian Rippeth; second by Kevin Kauffman. All others approved. The next BPA meeting will be a week early on Tuesday March 22nd, 2016 instead of Monday February March 28th at 7:00 p.m.
