May 20th, 2013
Recital of the Pledge: The meeting was called to order by Mayor Denny Hahn. Council Members Rick Allison, Jeremy Scheetz, Lisa Kauffman and Dave Tennant were present. Tim Carter and Cindy Swinehart were absent. Also present were Street Commissioner Brian Rippeth and Kevin Kauffman of the BPA.
Approval of the previous meeting minutes with corrections was given with a motion by Rick Allison; Lisa Kauffman second. All others approved.
Citizen’s Comments / Visitors
Mayor Hahn reported that he spoke with Tom Wilke about the CRA and he has not heard from the school yet.
Ordinances & Resolutions
Resolution 2013-03 Tax Budget for 2014
Mayor Hahn reported that Cindy Swinehart resigned from the Council through an email due to her work schedule and the health of her father. A motion to accept the resignation was given by Lisa Kauffman; second by Rick Allison. All others approved. The Council has 30 days to find a replacement.
The issue of connecting to a sewage line if it is accessible and within 200 feet of the foundation of the house was discussed. Director of Environmental Health, Jon Croup sent papers of the Board of Health’s regulations stating that regulation 801.02.4 is the one that will affect the residents that are currently outside the Village but have or will have a sewage line within the 200 feet limit. Follow up letters will be sent to those residents that this will affect along with a copy of the regulations.
Council Member Dave Tennant stated that the car show went well and that there were 127 cars. He was wondering what could be done about the houses in the Village that are either in foreclosure or empty that need mowing. What does our ordnance says and can we mow and put the cost on the taxes as a lien? Mayor Hahn went over what the ordinance says and that he would speak to the solicitor to see what else can be done. Mayor Hahn will also inquired about what can be done to limit house trailers that are not in a trailer park.
Council Member Rick Allison reported that the quote for Gorilla Painting is as follows:
Concession Stand and Press Box $1,680.00
For a total of $5,130.00
After some discussion it was decided that Street Commissioner Brian Rippeth and the church groups that have offered to help will paint all but the cement items as that will take someone professional so that the paint does not peel.
Council Member Rick Allison also reported that the cement on the 3rd base side is done and that the trees are trimmed. Grass is coming in and a drain line might be needed.
Street Commissioner Brian Rippeth reported that the boat ramp that was made into the creek bank has not been correct yet. Mayor will see what the Engineer is going to do about that.
Brian reported that on June 3rd N Main Street will be closed to install the storm sewer. Brian also needs gravel for some of the alleys. He would like size 304 and a quote from Monty Rohr was at $16.00 per ton. He will need 80 ton for a total of $1,300.00. A motion for Brian to purchase the gravel was given by Lisa Kauffman; second by Dave Tennant. All others approved.
Brian also reported that he is going to Fairlawn to have the mosquito sprayer certified.
A Community Service person reported to Brian that a resident on Water Street has been hording their trash and then taking it up to the park when we have the Village clean up weekend. Trash from a whole year from several rentals will be making a big stink by August. At that point, the Health Department will need to be called.
The BPA will hold an open house for the new water plant on June 8th from 1 to 3 in the afternoon. Fiscal Officer will notify WKLM and put on the June water and sewer bills.
A motion to adjourn was made by Dave Tennant; second by Jeremy Scheetz. All others approved.
The next council meeting will be Monday June 3rd, 2013 at 7:00 p.m. at the Village Hall.
