KILLBUCK VILLAGE COUNCIL
July 1st, 2013
Recital of the Pledge: The meeting was called to order by Mayor Denny Hahn. Council Members Rick Allison, Jeremy Scheetz, Lisa Kauffman, Tim Carter and Dave Tennant were present. Also present were Street Commissioner Brian Rippeth and Kevin Kauffman of the BPA, Michelle Simmons of WKLM and Kelley Mohr of The Daily Record.
Approval of the previous meeting minutes was given with a motion by Tim Carter; second by Jeremy Scheetz. Lisa Kauffman and Dave Tennant abstained. All others approved.
Citizen’s Comments / Visitors
Council Member Dave Tennant reported that the Community Impact project will be August 4th and is wondering if there are any projects for them to do. It will be the youth and adults doing the work. Suggested projects are the painting of the blocks of the Village Hall building, the benches throughout the village that have been donated need stained, weed eat at the park and Dave Tharp’s gutters need cleaned out. Street Commissioner Brain Rippeth will get the paint and stain.

Ordinance 2013-02 CRA
Council Member Lisa Kauffman reported that it has come up that there is a need for a hitching rail as there are more Amish coming to town. Killbuck Savings Bank has offered a corner of its parking lot across from Burgett’s Insurance if the Village does the concrete work and the cleanup. After some discussion Tim Carter suggested we table the discussion until the CIC is contacted to see if they are willing to cover the cost of this.
A motion to move $300 from A17B230 Council Contracted Services to A17B240 Council Supplies and Materials was given by Tim Carter; second by Dave Tennant. All others approved.
Council Member Lisa Kauffman reported that Lillian Duncan has seen the employees of the Quick Check throwing the scrub water out the back door into the alley. The scrub water is landing in the hole which Street Commissioner Brian Rippeth filled with gravel and with the water in it and the gravel when people drive over it the gravel is being thrown out of the hole. A letter will be sent to Quick Check asking them to please discard their scrub water down the drain and not throw it out into the alley.
Park Board Member Kevin Kauffman reported that the cost for the tin for the buildings at the park that Council requested he get is $8,287.00 which includes labor and an additional building but not the dumpster. Council Member Lisa Kauffman reported that someone who would like to remain anonymous is interested in paying for the roofs but would like to see the estimates. Either way money will need to be moved to cover the costs of this project. A motion to move $11,000.00 from A17I235 Grant Match to A13B230 Park Contractual Services was given by Rick Allison; second by Dave Tennant. All others approved.
Council Member Rick Allison reported that the Little League paid $239.33 for half of the popcorn popper. A motion to accept the money was given by Rick Allison; second by Jeremy Scheetz. All others approved,
Also things are getting geared up for the Fall League that will start the last Wednesday in July. Also the 1st weekend in August is the Rhino Fall League and on Labor Day weekend is the Big Bear Tournament.
Street Commissioner Brian Rippeth reported that the garage door on the street garage fell apart and he had that fixed. He also needs new tires on the front of the street truck that will run $344.00. A motion to accept was given by Rick Allison; second by Lisa Kauffman. All others approved.
Brian also reported that he will need more money to do the paving because the estimate by Melway Paving is $44,371.00 and there is only $40,000.00 budgeted. A motion to accept the bid was given by Rick Allison; second by Tim Carter. All others approved.
A motion to move money from A17I235 Grant Match to A11C235 Street Repair & Maintenance of $5,000.00 to cover additional paving was given by Tim Cater; second by Dave Tennant. All others approved.
A motion to approve bills was given by Dave Tennant; second by Jeremy Scheetz. Tim Carter nay. All others approved.
A motion to adjourn was made by Dave Tennant; second by Lisa Kauffman. All others approved.
The next council meeting will be Monday July 15th, 2013 at 7:00 p.m. at the Village Hall.
