Recital of the Pledge:  The meeting was called to order by Mayor Denny Hahn.  Council Members Rick Allison, Jeremy Scheetz, Lisa Kauffman, Tim Carter, Dave Tennant and Pat Mishler were present.  Also present was Street Commissioner Brian Rippeth, Christopher Jones of Gatherco Inc. and Gary Daugherty and Kent Baker of Engineering Associates.


Approval of the previous meeting minutes with changes was given with a motion by Rick Allison; second by Tim Carter.  All others approved.



Citizen’s Comments / Companies

Christopher Jones of Gatherco Inc. was present to report that he met with Brian and will stay on the Save and Serve property and will not need to use the public area on the side of the road going up to Pride of the Hills for the gas line.  Gatherco Inc. will need a permit to bore under the roads going up to Pride of the Hills.  Christopher has a permit from the Holmes County Engineer but after reviewing it the Mayor said that the Village solicitor will need to rewrite the permit.


Kent Baker of Engineering Associates presented the quote for the curbing/bike lane project on Main Street.  Total for South Main/Purdy Street would be $103,000.00.  Total for Main Street would be $350,000.00. Total of construction would be $453,000.00 with construction contingencies (10%) of $453,000.00 for 43,500.00 and a total construction cost of $498,300.00.  Engineering cost would be $90,000.00. With this quote there are some assumptions.  They are as follows:

1.      Additional right-or-way will not be required,

2.      North of the square includes widening 2 feet on each side, plus straight curb. South of the square only includes straight curb.

3.      Curb south of the square will not run through the drives.

4.      Curb will be run to face of walk on side streets.

5.      This includes drainage improvements at Railroad St. and Duncan St.

6.      ODOT will pay 80% of construction only for North Main St. out of Transportation Alternative Program funds; since it will function as Bikeway.  A letter of interest is due by February 1, 2014 and if selected to submit for funding, you would find out by August if your project is funded.

Mr. Baker went on to say that since ODOT would only cover 80% of the construction for the North Main section and none of the engineering costs, they would apply to OPWC for rest of the construction costs and the 20% of engineering remaining.  Estimates for South Main will probably run 125,000.00 to 150,000.00.


A motion to proceed on widening both North and South Main Street was given by Rick Allison; second by Dave Tennant.  All others approved.

Old Business

Council Member Rick Allison contacted County Engineers and ODOT about doing a survey to reduce the speed on County Road 35 from 35mph to 25mph. It would require a site survey which would then be sent to ODOT in New Philadelphia and then if approved by them it would go on to ODOT at the state level. It would cost about $1,000.00


The blinking lights for the pedestrian crossing on County Road 35 would help but cost around $1,500.00 to $1,600.00. Street Commissioner Brian Rippeth can get caution lights that can be place on the pedestrian crossing signs he put up for around $150.00.  Also the street light requested was put up today.  Mayor recommends that Council makes a motion to use the caution lights.  A motion was given by Tim Carter; second by Rick Allison.  All others approved.


Council Member Lisa Kauffman reported that she spoke with Curt Murray Sr. about the tour of the Pride of the Hills plant and 6:30 to 7:00 in the evening would be the best time. Council requested it be scheduled after the first of the year.


Tree lighting is December 8th downtown.  Santa arrives at 3:00 and there will be treats and Christmas movies at the theater at 4:00 along with hot chocolate and cookies.  Tree lighting will follow along with caroling and hay rides. Cookies are still needed.  They can be brought the day of the Tree Lighting.


The next meeting with James Hartzler will be on December 12th at 5:00 p.m.

Village Committees


New Business

Certified letters have been received by Council Members about the coverage of the Killbuck Fire District and Fire District 1 in Millersburg.  It involves the billing/charging of those services.  There is a Killbuck Township meeting on December 9th, 2013 to discuss this and then there is a Fire District 1 meeting on December 11th, 2013 which the certified letter was asking the Council to attend.


Budget Meeting will be at 6:30p.m. on December 16th prior to the Council meeting.








Street Commissioner

Street Commissioner Brian Rippeth reported that all the Christmas lights are up and on.


Brian also needed wire to run an electric line to light the Christmas tree that will be on the square.  After calling around he decided to run extension cords for $66.00.


Brian received the quotes for the garage door opener for the second garage door in the street garage.  For two openers and a transmitter from Wayne Door it was $2,068.64 and $1,500.00 plus $45.00 for the opener from Miller Overhead Doors.  A motion was made to go with Miller Overhead Doors was given by Pat Mishler; second by Jeremey Scheetz.  All others approved.

A motion to pay bills was given by Dave Tennant; second by Pat Mishler.  All others approved.

The next council meeting will be Monday December 16th, 2013 at 7:00 p.m. at the Village Hall.
