Recital of the Pledge: The meeting was called to order by Mayor Denny Hahn. Present were Rick Allison, Jeremy Scheetz, Lisa Kauffman and Tim Carter. Dave Tennant and Cindy Swinehart were present. Also present was Street Commissioner Brian Rippeth, BPA President Don Hughes and BPA Member Kevin Kauffman. Ken Smailes of WKLM and Kelly Mohr of the Daily Record were also in attendance. A motion to accept the previous minutes with corrections was given by Rick Allison; second by Tim Carter. All others approved. Mayor Denny Hahn made a recommendation to appoint Cindy Swinehart to Council. A motion was made by Lisa Kauffman; second by Rick Allison. All others approved. The Mayor then gave her the oath of office and she took her seat at the council table. Mayor Denny Hahn made a recommendation to appoint Dave Tennant to Council. A motion was made by Jeremy Scheetz; second by Rick Allison. Tim Carter voted yes and Lisa Kauffman voted no. Motion was approved. The Mayor then gave him the oath of office and he took his seat at the council table. Citizen’s Comments / VisitorsKen Smailes of WKLM made announcement that in the near future he would no longer be covering our Council meetings as he has accepted the pastor position at the Killbuck United Methodist Church. Resolution 2011-01 To apply for and enter into a Water Supply Revolving Loan Account. A motion to accept was given by Rick Allison; second by Tim Carter. All others approved.
Village CommitteesMayor Denny Hahn will have the committee list for 2012 at the January 17th meeting.
New BusinessCouncil Member Lisa Kauffman made a motion to accept Rick Allison as Council President for 2012. A second was given by Jeremy Scheetz. All others approved.
Council Member Lisa Kauffman reported that the next CIC meeting is January 12th at 5:00 pm at the Pizza Parlor.
The Village received a notice about the health insurance. It renews on March 1st. Do we want to stay with what we have or look at other plans? Council requested that fiscal officer contact them and see what rate increase we are talking about and then they will decide if they want to look at other options.
Council President Rick Allison inquired about raises for 2012. The recommendation from the finance committee was 3%. A motion to accept the finance committee's recommendation was given by Rick Allison; second by Dave Tennant. All others approved. Council President Rick Allison will check on contracting with the state through ODOT for salt as it could save the village some money.
A motion to accept the budgets for 2012 was given by Rick Allison; second by Lisa Kauffman. All others approved. ParkNone MayorMayor Denny Hahn reported that he received a call from a resident about the trash pickup over the holidays. The resident was unhappy that their trash had not been picked up by 10:30 am on January 2nd. The Mayor made a call to J & J and they were picking up. It was later noted that the hauler had an accident in the village and the route was completed on January 3rd.
Mayor also reported that he was sworn in by solicitor Max Miller for his new term from 1/1/12 through 12/31/15. Street Commissioner Street Commissioner Brian Rippeth reported that he used the new salt spreader and was impressed with how much farther the salt went with it compared to the way he was doing it before.
BPABPA Member Brian Rippeth reported that if anyone notices water laying anywhere to let the water and sewer department know as they are losing about 100,000 gallons a day. Empty houses have been checked and they have driven around the village looking for water laying where it should not be. It is hard to tell this time of year but would appreciate if anyone has noticed anything to let them know.
BPA President Don Hughes reported that the flows for the sewer department have been up over 7,000 gallons a day. He reminded residents that it is against the law to pump water back into the sewer system. If you have water in your basement it needs to be pumped to the street or storm drain. Executive SessionNone

AdjournmentA motion to adjourn was given by Dave Tennant; second by Jeremy Scheetz. All others approved. The next council meeting will be Tuesday January 17th, 2012 at 7:00 p.m. at the Village Hall.
