KILLBUCK VILLAGE COUNCIL
April 4th, 2016
Recital of the Pledge: The meeting was called to order by Mayor Denny Hahn, Present were Council members Rick Allison, Cindy Miller, Lisa Kauffman, Tim Carter and Gary Wagers. Pat Mishler was absent.
Reading of the previous meeting minutes from March 24th with a motion by Tim Carter to approve. Lisa Kauffman seconded with all others approving.
Also present was Street Commissioner Brian Rippeth, Solicitor Julie Dreher, BPA Member Don Hughes, Kevin Lynch of the Daily Record and Michelle Simmons of WKLM.
Citizen’s Comments / Visitors
Solicitor Julie Dreher reported that the 60 days for the Audrian Properties LLC annexation into the Village for the property off of CR 35 would fall on the Council meeting of May16th. The petition could then be accepted with the waiving of the three readings of the resolution.
Ordinances & Resolutions
April 8th will be Ladies night out in the Village
The Easter Egg Hunt at the Park went well.
The community yard sales are set for May 7th
Library Auction is April 16th.
Little League practice started tonight and the games will start April 25th.
Scarlet and Gray Turf Management will treat the field at the park. The Little League will pay for half and the park will pay for the other half.
The Mayor, Denny Hahn, asked the solicitor, Julie Dreyer, about the wage ordinance that is being reviewed and if she still had questions. The vacation, sick time, uniforms, vision and dental plus the mileage reimbursement was reviewed.
Vacation can carry over 16 hours a year. Sick time can accumulate to 720 hours, uniforms will be purchased through local vendors and the village will be billed. Mileage reimbursement will be at the federal rate.
The Mayor also asked if anyone had any concerns about Scheetz Recycling and the alley. The Mayor said there have been some concerns about the alley being open. Street Commissioner Brian Rippeth said he does not have any problems with the alley as it is open whenever he goes by there.
Street Commissioner Brian Rippeth reported that the dumpsters for the annual cleanup have been order.
Also one of the garage doors at the street garage needs new rollers and will be repaired.
Brian called Cargill about the salt and our contract says we still have to take 80 tons. Brian will make room at the salt storage area.
Street sweepers will be here May 6th at 4:00a.m. to do the streets.
Mosquito spraying will start when the weather stays warm and Council President Tim Carter suggested that Brian start with spraying once a week and see if we need more then we could increase to twice a week.
BPA member Don Hughes was present and answered some of the questions that were raised about how many residents have called to complain about the new rate system. Don reported that there were only two residents who had concern about the gallons used and when they meet with them and explained to them how it would work there wasn’t any issue. The new billing system is on track for a June start. Also reported were that some leaks have been found and fixed.
A motion to pay bills was given by Tim Carter; second by Rick Allison. All others approved.
A motion for adjournment was made by Gary Wagers; second by Cindy Miller. All others approved. The next council meeting will be Monday April 18th, 2016 at 7:00 p.m.
