KILLBUCK VILLAGE COUNCIL
June 6th, 2016
Recital of the Pledge: The meeting was called to order by Mayor Denny Hahn, Present were Council members Rick Allison, Cindy Miller, Lisa Kauffman, Gary Wagers and Pat Mishler. Tim Carter was absent.
Also present was Street Commissioner Brian Rippeth, Cindy Miller of WKLM, Larry Lynch of the Daily Record, David Geib, Martin Garth and Sheila Smail left a note for the Council.
Reading of the previous meeting minutes from May 16th were approved with corrections with a motion by Pat Mishler; Lisa Kauffman second. All others approved.
Citizen’s Comments / Visitors
Martin Garth owner of a property on Spring Street was present to report that he is having sewer backup in this property. He has replaced all lines in the house and out to connection to the street. Mr. Garth then had Peppers Plumbing come out with a camera and it was discovered that there is blockage under the street. Mr. Garth called Mike Judson at the sewer plant and was told that Mr. Garth would be responsible to fix the problem. Peppers gave him a quote and Mr. Garth was inquiring whether the Village would be willing to help him with the repairs. Mr. Garth was wondering if the Village could do the excavating and he would do the replacing of the pipe and the cementing of the road when completed. The Mayor asked the Council if they are okay with Brian going out and looking at the issue and if Brian and Mike are okay they could proceed. If they have problems they will need to come back to the Council. A motion to accept this request was given by Cindy Miller; second by Lisa Kauffman. All others approved.
David Geib was present to request a retraction of minutes from November 2, 2015. In those minutes the Fiscal Officer Nyla Burick had reported to the Council that Mr. Geib came into the Village Hall to pay his water bill and while there he spoke of his concerns about his street. The Fiscal Officer reported that Mr. Gelb’s property abutted another resident, Mr. Jeremy Scheetz when in fact it does not abut that property. Also stated by the Fiscal Officer that Mr. Scheetz blocked the alley that Mr. Geib lives next to and that was incorrect, it was the alley a block south of Mr. Geib. Also the Fiscal Officer reported that Mr. Geib reported potholes in the alley and that Mr. Geib picked up nails, screws and glass and it should have stated that the pot holes and the nails, screws and glass was on Carpenter Street not the alley.
Street Commissioner Brian Rippeth reported that the signs for the industrial park on Straits Lane are up.
The 2016-02 resolution that was passed at the May 16th meeting was passed with changes. The Mayor reported that those changes have been made and it is final.
Village Solicitor Julie Dreher was present to review the next step in the vacant building ordinance. All the steps of placing an ad in the paper etc. has been done. Now the owners of vacant buildings will have until end of August to register their building and to pay the $800.00 registration fee. These fees are an annual fee and can grow in amount. A cursory letter will be sent and a list of building will be made. There was discussion about what vacant means- not occupied – not a business – unsafe. Also discussed was building that were being used as storage and how does that fall into the vacant building issues.

A motion to waive the three readings was given by Rick Allison; second by Pat Mishler. All others approved.
A motion to accept 2016-04 Annexation of the Audrian property was given by Lisa Kauffman; second by Cindy Miller. All others approved.
There was discussion about what properties need mowed and what properties need cleaned up. The Mayor said he would do a drive around and make a list.
Little League is about over as it is the last week of the regular season. Then there will be another week or so for play offs.
Rick Allison also reported that old poles and the old siren was removed by the AEP workers when they were in town so that job is complete.
Rick also reported that someone will need to go to the classes that are required for a class three concession stand license. They are going to try to have a session of the class in Glenmont. It is for serval weeks.
Park Board members are still needed.
Some residents were upset about the 4-wheeler issue as they were thinking that 4-wheeler were to be banned in the village.
Street Commissioner Brian Rippeth reported that the bids are going to be advertised for the street the resurfacing project on June 14th and June 21st and then the bids will be opened June 29th at the Village Hall.
OPWC money should be coming in early July and then the resurfacing will start.
Brian also reported that he cemented and put a curb on the edge of the Pat Mishler property as the trucks were cutting that corner.
A motion to pay the bills was given by Pat Mishler; second by Cindy Miller. All others approved.
A motion for adjournment was made by Gary Wagers; second by Cindy Miller. All others approved. The next council meeting will be Monday June 20th, 2016 at 7:00 p.m. at the Village Hall.
