Killbuck Village Council met in regular session on May 3, 2021 at 7:08 pm in the Village Hall 138 S Main Street Killbuck, OH 44637 with Mayor Denny Hahn presiding.

Representative’s Name: Linda Campbell
Discussion: Discussion took place concerning the 2021-2022 renewal of the Health Insurance policy which is slated to increase 3.9%. Travis Scott made a motion to renew, Lisa Kauffman seconded, with all others approving, motion carried. Updated council concerning the grant application for the parking lot at the park. Still working on finalizing letters and plans but on schedule to have grant filed by June 1 deadline.

Street Report:
Representative’s Name: Linda Campbell
Discussion: Discussion took place concerning getting a hold of Buckeye Sweeping and Totally Outdoors for a quote to have the streets swept. Linda will contact both companies. A resident called concerning moving a children at play sign to move in a storage building. Council does not have an issue with it.
Park Report:
Representative’s Name: Rick Allison
Discussion: Working on completing the benches in the dugouts and painting them. Will get the press boxes moved into place. Had the garage door fixed by Jr. Hendrix.
Sewer / Water Report:

Discussion: The generator is at the sewer plant.

Name: Louis Pahoundis, 240 S Main Street
Comments: Received a visit from the sheriff’s office concerning the shipping container on his property. The Mayor explained to him the concern was that the shipping container was placed there by his neighbor and just wanted to know his intentions with the lot and the container. Mr. Pahoundis stated that he plans to use it for temporary storage and plans on putting a garage up at some point. Will also have a food trailer parked on the lot from time to time. Solicitor will review the zoning ordinance and advise council at the next meeting.

Presented By: Julie Dreher
Discussion: 235 S Railroad Street – The Sheriff’s office made contact on 4/28/21 Bryant Lamp was to remove the scrap and litter but has been ill and is unable to complete the task. Deputy advised him to remove scrap and junk vehicles as soon as possible or legal action would be taken.
240 N Main Street – The Sheriff’s office made contact on 4/28/21 and spoke with Bryant Lamp and he stated that the shipping container belonged to Louis Pahoundis. Deputy the contacted Mr. Pahoundis via phone and informed him that the shipping container was in violation of ordinance 23.01 and it would need to be removed immediately or legal action would be taken. He stated he would like to speak to council concerning the issue. Deputy informed him to contact village hall.
480 Water Street – Solicitor spoke with the property owner and someone is still occupying the property but has not paid rent and will move forward with the eviction notice.
249 Main Street – The Sheriff’s office made contact on 4/21/21 and advised him he was there on behalf of the village for ordinance violation 2011-03 and 2011-04. The deputy advised him that this was just a warning and that he needs to clean up the litter and junk vehicles. He stated he would go down to the village hall in the next day or so. He proceeded to throw the copies of the ordinance in the back of a truck. He stated that some of the vehicles are driven from time to time and he takes them to mudding events. He showed the deputy that the only junk vehicles he had were already loaded up on a trailer to be taken in for scrap. He was also advised to fix the spouting, he stated that it was recently damaged in the wind storm and he hasn’t had the money to fix it. Mr. LeMaster was advised to remove the litter and junk vehicles in a timely manner to avoid a citation.
105 Purdy Street – The Sheriff’s office made contact on 4/21/21 for a village ordinance violation. Deputy knocked several times and no one came to the door. Deputies walked the property and located a Honda sedan, the vehicle did not have a rear license plate but did have a front plate. Ran the front plate and it did not come back to the vehicle it was on. Ran the VIN and after investigating the VIN it was just a cut credit card number to Tony Clifton. On 4/22/21 the Sheriff’s office made contact again and was able to deliver paperwork to Michael Addlesburger. He was advised he was in violation of village ordinance 2011-03 and 2011-04 and that things need to be cleaned up in a reasonable time to avoid a citation.
Council would like the Fiscal Officer to follow up with the Sheriff’s office concerning the VIN number and plate.

Discussion: There are some concerns by council of the vehicle not stopping at stop signs on Railroad Street, Mark Avenue and Allison Avenue. The Fiscal Officer will call the Daily Record office.
