Discussion: Clay worked on the alleys.
Park Report:
Representative’s Name: Rick Allison / Linda Campbell
Disussion: Girls softball has been using the park. Little league will start next week. Soccer will start in the next couple weeks. Scoreboards are installed, Millersburg Electric will be coming to hook them up in the near future. Gary & Mary Wagers planted the tree Saturday in memory of their Son Scott Wagers. Checking on prices for flags from the VFW.
Per Nat Quicksall email dated April 19, 2022 an additional 8,917 is needed for the local share for the parking lot project at the park due to the engineer’s estimate coming in higher than the preliminary estimate, making the total local share 29,989.00. After some discussion Gary Wagers made a motion to proceed with said project, Cindy Miller seconded, with all others approving, motion carried.

Discussion: The Water license is in compliance until 2027.

Citizens Comments & Guest:
Kyle Gumto, Aspen Energy, came to discuss the options we have in light of the bankruptcy of VESA, the current gas aggregate provider for the village through 2023. Julie will review bankruptcy documents and Kyle will get more information on what rates are available.
Lieutenant Tim Stryker: Came to do the quarterly report of his department concerning police protection provided. Wants council to know that he is down two officers but has two currently in the academy and hopeful in the near future to be back to full staff. He also wanted to review if it was okay to email the patrolling hours, receipt and invoice monthly to Linda. After reviewing Council and the Mayor gave Tim the okay to provide the monthly reports via email. Some discussion took place about patrolling the alleys more and focusing on late evening patrols. Council and the Mayor Thanked Lieutenant Stryker and his staff for the services they provide.

Discussion: No building permit is needed, met with resident to review the placement of said fence.

Discussion: The trash contract is getting ready to expire, would like to add additional bins for the new ball fields at the park. Linda will contact Brett, with Kimble to discuss a contract and additional bins. Still waiting on a response from Brett. Still no update from Kimble.
Topic: Person occupying a garage at 259 S Water Street & Having cats at large

Discussion: Letter was mailed and Marty Stracke came to address council. He stated that he did not know that he was in violation of an ordinance and or zoning because of previous conversations he had with Holmes County Planning Commission (Arnie Oliver) and the Holmes County Health department. Health department stated he could have a porta john delivered to the premises. Course of action he will contact Mike Judson and attend the BPA meeting on April 27.

Topic: CDBG grant funding

Discussion: Attended the yearly grant funding meeting. Killbuck’s income survey has expired. After some discussion, Linda is to research companies that provide this service.
Topic: Regional Council of Governments Delegate and Alternate Delegate Designee form for (R.I.T.A).
Travis Scott made a motion to delegate Linda Campbell as the delegate and Rick Allison as the Alternate, Gary Wagers seconded, with all others approving.
