Street Report:
Representative’s Name: Steve Patterson
Discussion: New flags and poles are installed. Street project is completed and the final walk thru will be in the next couple of weeks. The Grant Street project has been discussed with Quicksall and Kingsway, working on a solution. There were shrubs removed at the Whitman’s property during the catch basin project and had a conversation with Mr. Whitman concerning the village replacing them. Estimates to pave E Grant Street is $20,000.00 – $25,000.00. Now that the street project is completed will call and schedule the street sweeper and then get the curbs and crosswalks painted. Steve will be off the first week in July for his wife’s surgery. Ordered risers for various catch basins and will get them installed. Properties for letters concerning weeds, litter etc Dan Yoder 165 E Spring Street, Talisha Hundley 185 E Jackson Street, Wayne Raber 480 N Water Street, ROCO Enterprises, N Railroad Street, Robert Deutschle 175 S Water Street, 1158 properties 150 E Front Street mattress.

Representative’s Name: Rick Allison
Discussion: Little league is almost finished. Took the fence down for the Aaron Kauffman softball tournament. Fall league is starting to get organized Jr. sent out invites hoping for 12-15 teams deadline is July 12th and the meeting will be July 19th. with games starting July 25th. The Brian Rippeth tournament is September 23rd. Jr Hendrix and Penny Patterson are going to run a softball tournament with the proceeds going to Killbuck Hometown Heroes. There is an issue with cars parking at the entrance of the parking lot going to work on some signage. Is it the responsibility of the village or the residents to trim the shrubs? Lisa will check with Lee concerning how and when to trim them.
Sewer / Water Report:
Representative’s Name: Linda Campbell
Discussion: Received a phone call from Erin Wright with OMEGA concerning financing for the Water loop project. From that conversation I would like to recommend to the council and the mayor that we change the financing to OMEGA and still use The Thrasher Group as the engineering firm. Ted Thorpe made a motion to change our financing to OMEGA, Dick Patterson seconded, motion carried.

Citizens Comments & Guest:
Julie Kick-Miller: She owns a property at 315 N Water Street that her tenants are having issues with the neighbors dog, so she would like to put up a privacy fence. She wanted to know the procedure to do so. Steve stated that he would meet her and make sure she had the correct property lines and permit. She also would like to tear down an old house that sits on the property.
Rhonda Madison: Came to voice her concerns of the recent dog bites in the village and wanted to know the laws concerning them. Council and the Mayor stated that we have been in contact with the Holmes County Dog Warden’s office concerning this matter.

Discussion: Would like to have one meeting a month from May to September. The meetings will be held on the third Wednesday starting in August, 2023. Ted Thorpe made the motion to change the meetings, Erica Ash seconded, with all others approving, motion carried.

Ted Thorpe made a motion to go into executive session at 8:52pm to discuss personal, Tyler McCombs seconded, with all others approving, motion carried.
Lisa Kauffman made a motion to adjourn from executive session at 9:10pm, Dick Patterson seconded, with all others approving, motion carried.
Action from executive session: Ted Thorpe made a motion to interview the three applicants Jeff Gallion, Chuck Scadden and Brooke Landon on July 5th starting at 6:00pm Lisa Kauffman seconded, with all others approving, motion carried.
Dick Patterson asked to be excused from the Jeff Gallion interview because he is a relative.
