Killbuck Village Council met in regular session on February 7, 2024 commencing at 7:00 PM with Mayor Allison presiding.

Guests:

Tiffany Gerber from the Holmes County Chamber.  They have a grant up to $5,000.00 that can be used for advertising. She will forward information to Linda Wilcox and Linda Campbell.

Eric Strouse candidate for Holmes County Commissioner.  Came to remind the Mayor and council that he is running and would appreciate their support.  

Tom Horn & Rob Chanay Toro Investments concerning placing a mobile home at 220 E Grover Street trailer park on Lot 5. After some discussion the Mayor appointed a trailer committee and appointed Lisa Kauffman, Erica Ash and Dick Patterson. The solicitor will draft the needed applications moving forward. Lisa Kauffman made a motion to proceed with the placement of the mobile home, Ted Thorpe seconded, with all others approving, motion carried.

Leonard Moore, the owner of the laundromat would like to put a flea market and a commercial greenhouse on the property. The Mayor and council stated that once he has plans and what kind of structures he is thinking about to come back to council.

Dick Patterson addressed the issues of the trees that obstruct the view of traffic at his residents 303 E Grover Street. He stated that he will do something with them. He was informed if he doesn’t the village will and he will be billed for the man hours and equipment use. Also addressed the debris on the property.

Street Report:

Representative’s Name: Steve Patterson

Discussion: Patched some potholes. Would the council like to leave the snowflakes up during the month of February? After some discussion they will stay up during February and will take them down the first part of March. Council feels it makes the town look nice and it’s still winter.

Steve has received a lot of phone calls for summer rentals.

Sewer / Water Report:

The truck goes to the shop this week for some front end work. The truck will definitely need to be replaced in the next couple of years.

Discussion: Talisha Hudley 185 E Jackson Street and Josiah Brewer 295 N Water Street. Debris on property. Linda will have the sheriff department address.

New Business:

Topic: Council meeting date and time

Discussion: Dick Patterson would like to discuss the day of the meetings. He is involved with church and has had to miss meetings and church to attend council meetings. Does anyone have an issue with changing the meeting day? After some discussion Dick Patterson made a motion to change the meeting day to the 1st and 3rd Thursday of the month, with no meeting on the 1st Thursday for the months of June, July, August and September and commencing in the month of March, Tyler McCombs seconded, with all others, motion carried.

Topic: Hanging of flags from Jason Snyder, representing the Fusion Church @ the Duncan Theater. They would like to hang flags representing the church. After some discussion the Mayor and the council gives their blessing as long as they get the proper permission from AEP.

Topic: The Bi-Centinal committee would like to show the videos of Killbuck on Friday and the Holmes County one on Saturday during the Festival and would like to close the street. The mayor and council do not see any issues and are excited to have them shown during the festival.

Topic: Ted Thorpe stated that there are a lot of leaves at 450 and 464 N Main Street, could Steve pick them up. The discussion took place that the debris needs to be bagged and it will be picked up.
