Killbuck Village Council met in regular session on October 21, 2024 commencing at 7:00 PM with Mayor Allison presiding.

Guests:
Dennis & Denise Blankemeyer from Crow Works and Robert Miller from Tekton Engineering firm presented the new project at the Crow Works campus. After reviewing the new project he explained that it is going to require a new 2 inch tap for water and an additional sewer hookup. Council’s main concern is if the village has the ability to handle the new water usage and the wastewater output. After some discussion the council will have a joint meeting with the BPA on October 30 when Mike Judson the Water/Wastewater Superintendent is available to attend the meeting and clarify the council’s concerns.
Nate Troyer and Chad Cline addressed the nuisance property ordinance that the Village of Millersburg has in place. Discussion took place of the pros and cons of the ordinance and how they implemented it and how they enforce it. Olivia will finish drafting the ordinance for council’s approval.

Discussion: Ted Thorpe made a motion to approve the minutes from October 2, 2024, Lisa Kauffman seconded, Erica Ash, abstained and all others member approving, motion carried.

Approval of Bills: Ted Thorpe made a motion to pay current bills in the amount of $182,888.97, Lisa Kauffman seconded, with all others approving, motion carried.

Street Report:
Representative’s Name: Steve Patterson
Discussion: The dumpsters at the park went well. Had to replace a hydraulic line on the backhoe. Completed painting the white street markings and hopefully will paint the yellow this week. Leaf pickup will start this week and to start they will be picked up as needed.
Park Report:
Representative’s Name: Rick Allison
Discussion: Park is ready to be shut down. The estimate for the concrete is approximately $5,000.00. Renting a Ventrac for some seeding on the fields.
Erica and Linda will finalize the playground equipment. Waiting on new installation plans for the zip line.
Sewer / Water Report:

Still working on the new UB4 software system.
Solicitor Report:
Representative’s Name: Olivia Biltz
Continues to work on the nuisance ordinance. She is waiting on council to appoint a code official. The quiet title action on the Water Street property will be completed soon and then we can proceed with filing the Strakey deed.

Prior Business:
Cindy Miller stated that the alley lights are really nice and a great improvement. Erica updated the council concerning the most improved property contest sponsored by the CIC. There were 8 residents that entered the contest and the winners were posted on the FB page. Hopefully next year there will be more that enter. The CIC is going to sponsor a window decorating contest for Christmas.
New Business:
Discussion: Ted Thorpe requested to the Mayor and the Council that a no right hand turn sign be installed at the end of N. Railroad onto Mullet Drive due to trucks making that turn and getting into his yard and damaging his drain pipe and yard. After some discussion Lisa Kauffman made a motion to install sign, Tyler McCombs seconded, with Ted Thorpe abstaining, all others approving, motion carried.

Keith Mohler presented the Mayor and the council with a culvert clean out on CR 35. After some discussion Steve will look at it again and see what can be done.
