September 15 Council Meeting

RECORD OF PROCEEDINGS

Killbuck Village Council met in regular session on September 15, 2025 commencing at 7:00 PM with Mayor Allison presiding.

Pledge of Allegiance

Roll Call:

Tyler McCombs, Lisa Kauffman, Ted Thorpe, Cindy Miller, Keith Mohler, Erica Ash present.

In Attendance:

Steve Patterson, Street Commissioner
Oliva Biltz, Solicitor

Guests: John Buren and Jason Pennell VFW and Jason Troyer EMA.

John Buren and Jason Pennell came to discuss vacating the alley between their property and the gas station. They would like to put up a privacy fence. After some discussion they will reach out to the owner of the gas station and see if he would like to petition to vacate the alley as well. Olivia will do some research on vacating allies.

Jason Troyer- Holmes county EMA. The counci had invited him to come to a meeting to discuss an evacuation plan in case of flash flooding. Jason suggested it would be a good idea to form a committee, he suggested that the fire chief, sheriff, possibly the Red Cross, a council member or two and himself. Council will move forward with the committee.

Approval of Previous Minutes:

Lisa Kauffman made a motion to approve the minutes from the previous meeting, Erica Ash seconded, all others approving, motion carried.

Fiscal Officer Report:

Representative’s Name: Linda Campbell

Tyler McCombs made a motion to approve the August financials, Cindy Miller seconded, with all others approving, motion carried.

Approval of Bills: Ted Thorpe made a motion to pay the current bills in the amount of, $35,342.06 Tyler McCombs seconded, with all others approving, motion carried.

Street Report:

Representative’s Name: Steve Patterson

Discussion: If residents are raking leaves they will need to bag them. Looking to have the dumpsters at the park October 23-26. Will contact Kimble.

Park Report:

Representative’s Name: Rick Allison

Discussion: The 2×2 are installed at the Memorial. Soccer has started. Got prices for trees. Will get them ordered and planted in the next couple of weeks. Fixed the monkey bars and slide. Would like to paint and install the new score board in the near future.

Sewer / Water Report:

Representative’s Name: Rick Allison, Linda Campbell

Discussion: Had a water line break in the alley behind the Pizza Parlor. Rance is aware that it is an issue with his line and Dick Uhl is coming to look at it.

The funding issue for the water line project is still being sorted out. Alex from Thrasher is working closely with us to sort everything out.

Solicitor Report:

Representative’s Name: Olivia Biltz

Discussion: The zoning and planning voted to grant the conditional use for the salvage yard.

Prior Business:

Had the bid opening for the Streetscape project and Extreme Elements was the low bidder. Working on making some changes to lower the costs. Jeremy will send out a summary sheet later this week and ideas for lowering costs.

New Business:

Adding these properties to the property issue list. Tom Richards rental property at 875 N Main Street; Leonard Moore 303 E Grover Street; Susan Miller 235 S Railroad Street; Louis Pahoundis 240 S Main Street.
