Killbuck Village Council met in regular session on April 19, 2023 at 7:00 pm in the Village Hall 138 S Main Street Killbuck, OH 44637 with Rick Allison presiding.

Michelle Rohr Meinhold came to inquire about what she can do with her property at 435 Buckeye Alley. They would like to put in cabins and use the property for the various water and bird watching activities and would like to have water/sewer hook-ups.  Council advised her to contact Arnie Oliver, with Holmes County Planning Commission about the regulations for building in Killbuck Creek Corridor once she knows what she can build council along with Julie will work on a variance if needed.  Council stated that they are very excited to see what improvements they do to the property.

Discussion: Tyler McCombs made a motion to approve the minutes from March 15, 2023, Ted Thorpe seconded, with Lisa Kauffman and Cindy Miller abstaining, motion carried.

Street Report:

Representative’s Name: Steve Patterson

Discussion:  The No Thru Truck signs on TR 89 by the school are installed.  Slow traffic on Railroad Street are not installed yet.  Took truck and got two new tires and the front end aligned. Will start working on patching pot-holes on various streets and grading the alleys.  Dumpsters come tomorrow.

Park Report:

Representative’s Name: Rick Allison

Discussion: Little league will start next week.  Received quote for parking blocks and ordered.  Steve delivered a bench to the park in memory of Gary Wagers.  Concrete work on hold.  Sign for Brian from Inkscape is in.

Sewer / Water Report:

Representative’s Name: Linda Campbell

Discussion: The ACH that has been implemented is going very well. Approximately 60 people are taking advantage of the service.   The process is time consuming so Linda reached out to CUSI to see what the cost would be.  They sent a quote for the ACH module, Electronic payment module and the customer web portal module.  Each module would be 1,000.00 a piece with no additional maintenance charge. 

Ted Thorpe made a motion to purchase the three module, Tyler McCombs seconded, with all others approving, motion carried.

Lisa Kauffman read a letter from Abbie Allison expressing interest in the vacant BPA board seat.  Lisa nominated Abbie for the vacant seat.  Ted Thorpe made a motion to appoint Abbie Allison to the seat, Cindy Miller seconded, with all others approving, motion carried.

Still working on the income survey letters.

Will be going back to pick up the Vac truck.  Once they tore the radiator out they discovered that the radiator was damaged when the truck was built.  Will discuss with Brown Equipment to see if they will take care of the cost or at least partial.

Topic: Dog Warden and barking dog on Purdy Street

Discussion:  Per our discussion with the Dog Warden he notified Julie that there was an issue with a barking dog on Purdy Street.  Along with the discussion of the barking dog council inquired if we could put the dangerous dog list on our website, Julie will follow up with Jonanthan to see if that is okay.

Topic: Nature’s Work Grant for playground equipment at the park

Discussion:  The Nature’s work grant this year for Holmes County is $22,000.00.  In the past there has been some discussion concerning the playground equipment at the park that was in need of some upgrades and or repairs. 

Ted Thorpe made a motion to apply for the full $22,000.00 with a 25% match from the village, Erica Ash seconded, with all others approving, motion carried.

Discussion: Received a text message from a concerned citizen regarding the above mentioned properties.  Julie addressed the council stating that we have the best results with the Sheriff’s Department addressing them through our ordinance.  She will contact Tim Stryker and explain the concerns.

Topic: LPR cameras

Discussion:  We had a meeting with i2C Technologies concerning installing 3 cameras.  The quote was forwarded to everyone.  After some discussion Dick Patterson made a motion to purchase the 3 cameras in the amount of $7,228.62  Ted Thorpe seconded, with all others approving, motion carried.
