Killbuck Village Council met in regular session on April 7, 2025 commencing at 7:00 PM with Mayor Allison presiding.

Pledge of Allegiance

Roll Call:

Tyler McCombs, Lisa Kauffman, Keith Mohler, Erica Ash, Ted Thorpe, Cindy Miller present.

In Attendance:

Steve Patterson, Street Commissioner

Guests:

Tabitha Strouse came to the meeting for her mother Penny Hamilton concerning the property at 640 N Water, the recent house fire. She wanted to know the time frame council would allow to get the property cleaned up. She has contacted someone to tear it down, but there is no insurance on the property and it will take some time for them to be able to afford the cost of demolition. The council and the mayor thanked her for coming to the meeting and addressing the issue. The council and the mayor asked that they keep them informed and board up the windows, they agreed. 

They also wanted to address this issue of vehicles speeding, going the wrong way and not stopping at the stop signs. They wanted to know if the speed limit on that street could be lowered. The mayor stated that there would need to be a traffic study completed and he believes that 25MPH is the minimum posted speed limit. Will let Tim Stryker know of these issues. Steve will install more one way signs on this street or entering the street.

Ted Thorpe made a motion to approve the minutes from the previous meeting, Lisa Kauffman seconded, all others approving, motion carried.

Fiscal Officer Report:

Representative’s Name: Linda Campbell

Approval of Bills: Ted Thorpe made a motion to pay the current bills in the amount of $42,438.68, Tyler McCombs seconded, with all others approving, motion carried.

Tyler McCombs made a motion to approve the March financials, Erica Ash seconded, with all others approving, motion carried.

Street Report:

Representative’s Name: Steve Patterson

Discussion: Dealt with posting road closed and high water signs due to the flooding. There is a big tree down on South Water Street that will be taken care of once the water is down. Discussion took place concerning obtaining signs to post at the end of CR 622 and South Main Street concerning the flooding on SR 60. The mayor inquired about the street sweeper from Melway Paving. Steve stated he is still waiting to hear back on their available dates.

Park Report:

Representative’s Name: Rick Allison

Discussion: Little league started practicing last week. Stopped at Kauffman’s and they are going to come and fix the monkey bars and relocate them. Discussed that we did not receive any installation instructions for the Arbor. Dave from Kauffman’s stated they will come and install it for free. Received a phone call from Kendra Gundrum (Swisher) concerning wanting to replace the Swisher sign and get a new scoreboard to match field 2 and 3. Will keep you updated. The new tornado siren and security light are up and working. Davidson’s 4 Seasons is going to treat the park this year.

Solicitor Report:

Working on updating the contract with the Holmes County Prosecutor. Looking into rental property ordinances and trash service.

Second Reading

Prior Business:

Chad Campbell inquired with Keith wanting to know who was flying the drones over Water Street. Keith addressed his property issue, he stated that he has trash service and Keith asked him to please work on cleaning up his property. Keith asked him to come to the meeting to address the whole council and the mayor. He did not attend.

Had a Zoom meeting with OHM for the streetscape project today. They will get notices out for the April 16 public meeting.

New Business:

Discussion: Have the Sheriff’s department address junk vehicles within the village. 519 N Water Street Samantha Campbell, concerning trash. Linda will send it to Tim Stryker. Sent Jason Troyer an email concerning attending a council meeting to discuss evacuation in case of flooding.

The Council and Mayor expressed their desire to issue a proclamation in recognition of the Killbuck Savings Bank’s 125th anniversary. The proclamation would honor the bank’s long standing service and contribution to the community over the past 125 years. They would like to present it to them during the Killbuck Early American Days. Linda will work on getting it drafted.
