Killbuck Village Council met in regular session on August 18, 2025 commencing at 7:00 PM with Mayor Allison presiding.

Approval of Previous Minutes:
Lisa Kauffman made a motion to approve the minutes from the previous meeting, Tyler McCombs seconded, Erica Ash abstaining, motion carried.

Fiscal Officer Report:
Representative’s Name: Linda Campbell
Lisa Kauffman made a motion to approve the July financials, Cindy Miller seconded, with all others approving, motion carried.

Approval of Bills: Tyler McCombs made a motion to pay the current bills in the amount of $57,126.25, Cindy Miller seconded, with all others approving, motion carried.

Street Report:
Representative’s Name: Steve Patterson
Discussion: Reported that they are keeping up with the mowing. Helped repair a water line break behind the firehouse. Today another leak was reported behind Burgett Insurance. The street sweeper will be coming next week, and hopefully get the downtown painted before Early American Days. The patching around the catch basin is holding up. Nothing done with the Purdy Street and Main Street yet. Keith is going to help get community service workers. Got the signs for water street will get them installed in the near future.
Park Report:
Representative’s Name: Rick Allison
Discussion: Had the Aaron Kauffman softball tournament and it went very well. Soccer started today. Daniel’s Amish Collections rented the park for their annual picnic. Micah Martin completed the memorial area. The gazebo area at the park still needs to be completed, Rick will go out and talk to Dave at Kauffman. Need to get the garage door fixed on the storage building. Will contact Holmes Lumber.
Sewer / Water Report:
Representative’s Name: Rick Allison, Linda Campbell
Discussion: Mike had to rebuild the flights at the sewer plant for the discharge. Water line break behind firehouse and another reported today behind Burgett Insurance.
Solicitor Report:
Representative’s Name: Olivia Biltz
Discussion: There is going to be a zoning meeting on August 27 at 5:00PM for the Speedie purchase of the 7.00 acres on CR 35.
The solicitor will reach out to the Hamiltons to verify the purchase of 640 N. Water Street. She stated she wants to confirm the buyers are aware of all liens, noting that the possible liens could exceed the purchase price of $5,000 if the delinquent real estate taxes are not paid prior to closing. She also requested clarification of the council’s position. After discussion, council agreed to move forward with the purchase as long as the lien amount remains within a reasonable range. Tabled until more information is available.

Josh Adams sent an email today concerning the Electrical aggregate. The rate is good. He will work on getting the documents ready for signing. Ted Thorpe made a motion authorizing the mayor and fiscal officer to sign the necessary documents to lock in the best rate, Erica Ash seconded, with all others approving, motion carried.
