Killbuck Village Council met in regular session on January 16, 2022 at 7:00 pm in the Village Hall 138 S Main Street Killbuck, OH 44637 with Rick Allison presiding.

Representative’s Name: Linda Campbell

Discussion: Fiscal officer updated Mayor and Council that the 2022 Appropriations are entered and she is working on finishing up the financial statement.

Street Report:

Representative’s Name: Steve Patterson

Discussion: Worked on snow removal had a few complaints from residents concerning snow removal in the alleys.  Steve stated that we only had one plow truck working at the time and that he prioritized what needed to be cleared first and that was the main streets and routes in the village.  He will look at correcting the issue in the future. 

Will be in tomorrow morning to clear sidewalks and remove excess snow on the side of streets. 

The Fiscal Officer had a resident from South railroad requesting an additional pass.  Steve stated that he already does three. 

Steve presented the council with a quote from Holmes Rental for a Ventrac with attachments to remove snow from sidewalks and various other uses within the village. The topic was tabled until further information can be gathered from the village solicitor.

Citizens Comments:

Arnie Oliver from the Holmes County Planning and Commission board came to inquire about Killbuck appointing someone to the board.  He stated that Gary Mellor recently retired from the Holmes County Emergency Management and was previously a resident of Killbuck and he showed interest in filling this position.  The board meets on the 2nd Wednesday of the month at 3:00 pm.  The board oversees flood plans, subdivisions and the block grant that is awarded every other year.  After some discussion the appointment was tabled.

Michele Wood and Karen Gotter from the Holmes County Soil & Water District came to update the council and receive any input they might have concerning the various projects going on with the Killbuck Creek and the Shrimplin watershed.  The main thing that has happened thus far is that a log jam was removed behind WalMart.  A potential $20,000 is available for 2022 to remove several more between Millersburg and Killbuck. The main concern is to get additional funding for a maintenance program to continue the removing of log jams in the future.

There have been several wetland acquisitions by the Holmes County Park District and the Killbuck Watershed Land Trust with several projects in mind for said property.

Discussion: Spoke with a representative from AEP concerning installing LED lighting, she stated that they are currently on backorder but she will be happy to come to a council meeting and discuss options. Rick will stay in contact with AEP.
