Killbuck Village Council met in regular session on May 17, 2021 at 7:00 pm in the Village Hall 138 S Main Street Killbuck, OH 44637 with Mayor Denny Hahn presiding.

Street Report:

Representative’s Name: Linda Campbell

Discussion: Made contact with both SCI (who bought out Buckeye sweeping) and Totally Outdoors.  Totally Outdoors price was 285.00 per hour and SCI was 160.00 per hour with a four hour minimum.  Checked with the guys and it usually takes 4 to 5 hours.  If council approves SCI can be here Friday May 21st After some discussion Gary Wagers made a motion to proceed with SCI, Ted Thorpe seconded, with all others approving, motion carried Fiscal Officer and Steve will notify residents. There were approximately 6 to 8 tires put into the containers during clean up day.  Steve was able to remove them and Rick and Steve will review footage to see if we can see who did it.

Sewer / Water Report:

Representative’s Name: Linda Campbell

Discussion: Still working on getting generator set up.  Hopefully Generac can come in the next couple weeks.

Solicitor Report:

Representative’s Name: Julie Dreher

Discussion: Went over Ohio Director of Health new orders State of Ohio’s open meeting tentative date of July 1. After some discussion, Travis Scott made a motion to have open meetings starting June 7, Lisa Kauffman seconded, with all others approving, motion carried. Julie presented council with the different forms annexations.  Julie and Linda will do some more research on past practices.  Tabled. Recommends we send a letter to Mr. Pahoundis stating that council is okay with the storage container being there temporary 90 days but it will need to be removed due to the fact it is not in guidelines with our ordinances. 180 Upper Railroad Street – Tom Horn inquired about putting a different trailer on said lot.  Sent trailer ordinance to Mr. Horn.  Fiscal Officer will follow up with Mr. Horn.

Discussion: Linda discussed this with Brian and Steve and they stated that a portable speed bump will not work because when cars run over it the apparatus will move.  After some discussion it was stated that traffic has slowed down.  Inquired concerning posting 1 lane road.  Linda will send letter to the Buck Creek Apartments and contact the Sheriff’s office to patrol it.

Topic: Barricades when there is high water

Discussion: When there is high water barricades along with the road closed signs need to be put into place to help avoid traffic going into residents yards and or going on to the sidewalk.   Linda will let Steve/Brian know.

Discussion: Has received several complaints concerning dogs.  Linda will contact Sheriff’s office concerning the animal nuisance ordinance.

Discussion: Property is in need of mowing.  Linda will send letter concerning weeds, grass and vegetation.

Discussion: Property needs to be mowed and since the village is attempting to purchase the village should maintain it.   Linda will let Steve/Brian know.
