Killbuck Village Council met in regular session on May 18, 2022 at 7:00 pm in the Village Hall 138 S Main Street Killbuck, OH 44637 with Rick Allison presiding.

Discussion: Travis Scott made a motion to approve the minutes from April 20th, 2022, Cindy Miller seconded, with Ted Thorpe abstaining, motion carried.

Discussion: Ted Thorpe made a motion to approve the bank reconciliation, fund  balance, appropriation, revenue summary, payment listing and payroll for the month of April, 2022, Travis Scott seconded, with all others approving.

Street Report:

Discussion: The mosquito sprayer will go to Fairlawn to be tested on May 25th. Gave report to Linda for letters to be sent for mowing/weeds letters were mailed on May 18th. Steve and Linda will follow up.

Park Report:

Representative’s Name: Rick Allison

Discussion: Brian’s bench is at the park.  The scoreboards are up and in operation. Brad McCluggage is getting a sign for field three in memory of Brian Rippeth. Little league purchased 2 AC’s for the buildings.  Park board will meet May 24 at 7:30PM 

The advertisement for bids the park parking lot will be advertised May 27th and June 3rd with bid opening scheduled for June 14 at 10:00AM.  The name that the Shreiner family would like on the sign is Shriner Family Park.

Sewer / Water Report:

Discussion: There was an issue at Paul Zollars, the line was flushed and caused an issue in his house.  He will get a plumber to fix the issue and the Water department will reimburse or pay the bill.  Will look into getting copper sulfate for issues with roots in peoples lines.

Citizens Comments & Guest:

Kyle Gumto, Aspen Energy, came to discuss the options we have in light of the bankruptcy of VESA, the current gas aggregate provider for the village through 2023.  Julie will review bankruptcy documents and Kyle will get more information on what rates are available. 

Lieutenant Tim Stryker: Came to do the quarterly report of his department concerning police protection provided.  Wants council to know that he is down two officers but has two currently in the academy and hopeful in the near future to be back to full staff.  He also wanted to review if it was okay to email the patrolling hours, receipt and invoice monthly to Linda.  After reviewing Council and the Mayor gave Tim the okay to provide the monthly reports via email. Some discussion took place about patrolling the alleys more and focusing on late evening patrols.  Council and the Mayor Thanked Lieutenant Stryker and his staff for the services they provide.

Discussion: Mrs. Parrish called in and wanted to have her lots re-surveyed to have two equal lots.  Linda informed her to contact an attorney and a surveyor, she then called back and said that the attorney advised her to make sure that the zoning board wouldn’t have an issue with it.  After some discussion Gary Wagers made a motion to allow Mrs. Parrish to proceed, Tyler McCombs seconded, with all others approving, motion carried.

Discussion:The pressing issue of getting the gas aggregation approved andwith the volatile market of gas prices, Ted Thorpe made a motion to give Linda Campbell the authority along with the approval of the Mayor to be the designated signer, Travis Scott seconded, motion carried.

Discussion: Travis announced that he will be resigning from council on June 2nd due to moving from the village.  The Mayor and council thanked him for his time on council and that he will be missed.  The Mayor let council know that they have 30 days to fill the seat. Tyler knows that there are a couple of people interested.

Discussion: Kids camp started at the Duncan Theater tonight wants council and the Mayor to spread the word.
