Killbuck Village Council met in regular session on June 21, 2021 at 7:00 pm in the Village Hall 138 S Main Street Killbuck, OH 44637 with Mayor Denny Hahn presiding.

In Attendance:

Paula Cicconetti from the Holmes County Public Library came to ask council about utilizing the park as an out-reach.  Rick Allison and Paula will work together with the park schedule to coordinate dates.

Approval of Previous Minutes:

Motion to approve minutes of the regular session on June 7, 2021 was made by Ted Thorpe and seconded by Gary Wagers.

Discussion: Website is coming along. Rob has requested a photo from each council member, BPA member, Mayor, Fiscal Officer and staff. Presented council with the audit report.  Ted Thorpe made a motion to accept the audit, Cindy Miller seconded.

Street Report:

Discussion: The bank on Railroad Street has been weedeated and Steve sprayed it.  Council would like to have the trash removed as well.  Clerk will let Steve know. Mosquito spraying will start next week, weather permitting. Ted Thorpe made a motion authorizing Steve to purchase road material in the amount of $3,000.00 to work on the alleys Travis Scott seconded

Park Report:

Representative’s Name: Rick Allison

Discussion: Little league is complete and fall ball will be starting the last week in July.  There are several benefit softball tournaments scheduled at the park in the coming weeks. Holmesville Electric worked on the lights for the flag pole and ran electric to the scoreboards. Paul Zollars will work on getting the scoreboards installed. Fence toppers are in. Steve got lumber and did some repairs to the bleachers.

Solicitor Report:

Representative’s Name: Julie Dreher

Discussion:  Solicitor went over Records Retention policy & Public records request. Solicitor wants to move forward with adopting the Ohio Basic code.  After some discussion Ted Thorpe made a motion to authorize the solicitor, mayor and clerk to purchase 4 copies and the electronic copy Travis Scott seconded.

Discussion: Motion to waive the three readings was made by Gary Wagers and seconded by Rick Allison. Motion to approve was made by Ted Thorpe and seconded by Cindy Miller, motion carried.

Discussion: There is still an issue with this at N Main Street. The Sheriff’s department is aware.  It is the council and the mayor’s intent to have this resolved where the issue is taking place and not have to not allow ATV’s, 4-Wheelers etc in the village. Solicitor will research the ordinance and draft something for council to adopt.

Discussion: Made contact with Rob Moser of Cadenza Media.  Started working on the information and documents needed to proceed.

Topic: Sign at the park recognizing various donations

Discussion: After some discussion concerning the various generous donations the park has received over the years the Mayor and Council would like to put up some kind of signage that could have plaques added to honor them.   Clerk will contact Artistic Signs who designed the new welcome signs.

Topic: Old Equity building

Discussion: Property was sold to Duane Raber.  He has contacted the village concerning removing the tree and having dumpsters parked in the alley while he is cleaning up.

Purpose: To discuss the job description, pay rate and leave of an employee.  Also to discuss the acquisition of property
