Killbuck Village Council met in regular session on February 15, 2023 at 7:00 pm in the Village Hall 138 S Main Street Killbuck, OH 44637 with Rick Allison presiding.

Discussion: Tracey Reiheld from the Killbuck Savings Bank called concerning the sweep account.  The account is currently receiving .50% and they are offering 3.5% on a new investment account gave her the verbal approval to move to new investment.

Street Report:

Representative’s Name: Steve Patterson

Discussion:New mailbox is installed. Stop sign on Allison Avenue is fixed. Moved the benches out in front of the village hall so that the trash can could be moved so that it wouldn’t fill up with rain water.  Spring clean up April 20th to April 23rd.  There are still a few street lights out, will continue to work with AEP.

Park Report:

Representative’s Name: Rick Allison

Discussion: Spoke to Paul Zollars concerning getting a meeting scheduled.  Grasshopper sent the 2023 treatment, will contact little league concerning helping with some of the costs. The 2023 food license was renewed.

Sewer / Water Report:

Representative’s Name: Mayor / Linda Campbell

Discussion: 4” main break in Hayes Alley and it was repaired.  The water/sewer rates for the March 20 due date will be 66.00 with the rated being 31.00 for water and 35.00 for sewer.

Solicitor Report:

Representative’s Name: Julie Dreher

Discussion: Prepared letter for Mr. Berman.  PUCO renewal of the gas aggregate (Aspen Energy). The 2023 Ohio basic code is in and will adopt.

Citizens Comments & Guest:

Debbie Burt Mullen / Hometown Heroes 

They have 10 residents from Killbuck and she will reach out to them and see if they are interested in transferring their banner to Killbuck.  The village’s next step is to contact AEP and get permission to use their electric poles.  The village will then next year start a Facebook page and email for banners.  The cost is 200.00 which includes the bracket, banner and a small fee for administration services.  She recommends Conrad Miller with Inkscape for the banners.  Council will also need to decide what time frame the want the banners displayed.

Discussion: Spent some time reviewing the ordinance and would like to revise the approach that council takes in addressing the potential property owners.  The main objective is to work with the residents so that it is beneficial to both parties.  Julie will review and or revise the letter.

Topic: Dog attack

Discussion: This incident was very unfortunate to all parties involved.  Would like to have the council informed from the dog warden or the sheriff when something like this happens, especially since it is rumored that this is the second time this dog has bitten.  Would like a letter sent to the Holmes County Commissioners concerning this.
