Killbuck Village Council met in regular session on February 18, 2025 commencing at 7:05 PM with Mayor Allison presiding.

Discussion: Public hearing #2 for the CDBG grant via Zoom with the above named parties, no residents present. Reviewed the new cost estimates and discussed the project. Erin stated that the village is 100% funded with the CDBG grant. Brad discussed the time frame for construction to start and questioned if the funding will line up. Erin stated that the bidding process is 120 days and the time frame for approval of the application is 3 months, and the project will be 6 to 8 months before we are shovel ready.

Discussion: Just keeping up with snow and ice removal. Did have to deal with some flooding as well. Last of the salt came in.
Park Report:

The stones for the veteran’s memorial at the park are in. Steve will call them when we are ready for them to deliver.
Sewer / Water Report:

Still working on the new UB4 software system. Final training days are March 12 and 13, will hopefully be live in April.

A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR OF THE VILLAGE OF KILLBUCK TO ACT AS THE SIGNATURE DESIGNEE AND TO FILE AN APPLICATION FOR FINANCIAL ASSISTANCE UNDER TITLE 1 OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 (PL 93-383) TO THE DEPARTMENT OF DEVELOPMENT, OFFICE OF COMMUNITY DEVELOPMENT, COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) RESIDENTIAL PUBLIC INFRASTRUCUTRE GRANT PROGRAM AND DECLARING AN EMERGENCY.

AN ORDINANCE GRANTING FRANCHISE TO OHIO POWER COMPANY, ITS SUCCESSORS AND ASSIGNS, THE RIGHT TO ACQUIRE, CONSTRUCT, MAINTAIN, AND OPERATE IN THE STREETS, THOROUGHFARES, ALLEYS, BRIDGES AND PUBLIC PLACES OF THE VILLAGE OF KILLBUCK, STATE OF OHIO, AND ITS SUCCESSORS, LINES FOR THE TRANSMISSION AND DISTRIBUTION OF ELECTRIC ENERGY TO THE VILLAGE OF KILLBUCK, STATE OF OHIO, AND THE INHABITANTS THEREOF FOR LIGHT, HEAT, POWER AND OTHER PURPOSES, AND FOR THE TRANSMISSION AND DISTRIBUTION OF THE SAME WITHIN, THROUGH, OR ACROSS SAID VILLAGE OF KILLBUCK, STATE OF OHIO.

CR 35 culvert. The township is still busy. The mayor discussed with Steve and it will be taken care of as soon as the township is available.
New Business:
Discussion: Met with Shannon from Kimble to review our contract that is up in June. Received a few extra totes for Early American Days and at the park. Set the date for spring clean up April 10-13.
