Killbuck Village Council met in regular session on February 3, 2025 commencing at 7:00 PM with Mayor Allison presiding.

Discussion: Reviewed the new contract to run from January 6, 2025 to Jaunary 6, 2026. Discussed the new ordinance and how we want to proceed with enacting it and what procedures we want to take. The village will contract with the Holmes County Prosecutor for any litigation that will come from these citations. Olivia will set up a meeting with Matt Muznik and anyone else that wants to be involved. Council thanked Tim and his staff for the increased patrolling and traffic stops within the village.
Alexandria Fechko Thrasher Group
Discussion: Held public meeting no-one present. Reviewed the new cost estimates and discussed the project. Later found out from Erin Wright from OMEGA that the meeting could not be held as advertised due to the new cost estimates. The next public hearing will be February 18 at 7:00 PM.

Lisa Kauffman made a motion to approve the minutes from the previous meeting, Tyler McCombs seconded, with Cindy Miller, abstaining, all others approving, motion carried.

Approval of Bills: Lisa Kauffman made a motion to pay current bills in the amount of $86,744.31 Erica Ash seconded, with all others approving, motion carried.

Cindy Miller made a motion to approve the financials from January, Ericia Ash seconded, with all others approving, motion carried.

Street Report:
Representative’s Name: Steve Patterson
Discussion: The Christmas lights are done and one is damaged and will need replaced. Ordered 50 tons of salt this week. Potholes are starting to form due to the weather condition, once the weather is fit will work on patching them.
Park Report:
Representative’s Name: Rick Allison
Concrete work on hold for now. The Christmas tree pick program by the Soil & Water went well.
Sewer / Water Report:

Waterline break behind Larry Landon’s residence in the alley. The water tower is in need of some maintenance repairs this year, Mike will keep us updated.
Solicitor Report:
Representative’s Name: Olivia Biltz
After some discussion, Olivia will get with the Holmes County Prosecutor concerning a meeting so that we can work out the details of the property maintenance issues.

AN ORDINANCE AUTHORIZING THE MAYOR AND FISCAL OFFICER TO EXECUTE A CONTRACT WITH THE SHERIFF OF HOLMES COUNTY, OHIO FOR LAW ENFORCEMENT SERVICES FOR THE VILLAGE OF KILLBUCK, AND DECLARING AN EMERGENCY

AN ORDINANCE TO ADOPT A PLAN OF OPERATION AND GOVERNANCE FOR ELECTRIC GOVERNMENTAL AGGREGATION, AND DECLARING AN EMERGENCY.

Prior Business:
CR 35 culvert. The township is still busy. The mayor discussed with Steve and it will be taken care of as soon as the township is available.
Property issues: Letters sent to Leonard Moore and Marty Strakey (letters sent)
Tyler McCombs made a motion to upgrade the emails to a google pay account with the cost not to exceed $10.00 per account, Erica Ash seconded, with all others approving, motion carried.
