June 16 Council Meeting

RECORD OF PROCEEDINGS

Killbuck Village Council met in regular session on June 16, 2025 commencing at 7:00 PM with Mayor Allison presiding.

Pledge of Allegiance

Roll Call:

Tyler McCombs, Lisa Kauffman Ted Thorpe, Cindy Miller, Erica Ash present Keith Mohler absent.

In Attendance:

Oliva Biltz, Solicitor

Guests: Tab Strouse came to review the purchase agreement and sign. Olivia presented her with the purchase agreement.  She signed said agreement. 

Matt Bender from Speedie Recycling, Rudy Eppley from ESE properties, Steve Maag and Kobe Shetler from Kauffman Realty concerning the sale of parcel #09-00487 a 7.602 acre parcel for sale.  They came to get some clarity concerning our zoning ordinance.  

The Village Solicitor advised that the Zoning Board should be properly reorganized before any further action is taken regarding the approval of a variance for a junk yard on the property in question. Mayor Rick Allison stated that the current Zoning Board members include Owen Mellor, Dave Tennant, and himself. It was noted that the board requires one additional council member and one additional citizen to be properly constituted. Council Member Cindy Miller agreed to serve on the board, along with citizen Tab Strouse. The Zoning Board will be properly appointed at the July 21st council meeting.

Approval of Previous Minutes:

Ted Thorpe made a motion to approve the minutes from the previous meeting, Cindy Miller seconded, Erica Ash abstaining, motion carried.

Fiscal Officer Report:

Representative’s Name: Linda Campbell

Ted Thorpe made a motion to approve the May financials, Erica Ash seconded, with all others approving, motion carried

Approval of Bills: Cindy Miller made a motion to pay the current bills in the amount of 68,717.81, Erica Ash seconded, with all others approving, motion carried

Street Report:

Representative’s Name: Rick Allison

Discussion: Steve is on vacation and Jimmy has been handling all the duties. The Mayor will check into the catch basin behind village hall, the storm grate on E Grant street and the culver on CR 35.

Park Report:

Representative’s Name: Rick Allison

Discussion: The 10U tournament will be held at the park next weekend. Little league is complete. The fall league will start the end of July.

RESOLUTION 2025-006

A RESOLUTION DECLARING THE NECESSITY TO LEVY A TAX IN EXCESS OF THE TEN-MILL LIMITATION ORC 5705.19, ORC 5705.191, ORC 5705.25, ORC 5705.26

Lisa Kauffman made a motion to waive the three readings, Erica Ash seconded, with all others approving, motion carried.

ORDINANCE 2025-007

AN ORDINANCE APPROVING AND AUTHORIZING THE MAYOR AND FISCAL OFFICER TO EXECUTE A REAL ESTATE PURCHASE AGREEMENT FOR THE PURCHASE OF PROPERTY WITHIN THE VILLAGE OF KILLBUCK

Tyler McCombs made a motion to waive the three readings, Cindy Miller seconded, with all others approving, motion carried.

Lisa Kauffman made a motion to approve the ordinance, Ted Thorpe seconded, with all others approving, motion carried.

Prior Business:

Council members Ted Thorpe and Keith Mohler met with resident Chad Campbell at his property located at 275 N. Water Street to discuss ongoing debris concerns. They expressed their appreciation for the progress made in cleaning up the property. However, they noted that the mobile home on the site remains a significant concern.

Mr. Campbell was asked to continue placing trash out for collection on a weekly basis and to keep Council informed of his progress. Council assured him that once the trailer is cleaned out, the Mayor and Council would assist in identifying resources or individuals to help with the demolition of the mobile home.

New Business:

There are four council seats up.  The mayor encouraged the council members to pick up their petition.

Executive Session:

Ted Thorpe made a motion to go into executive session at 8:25PM to discuss property acquisition, Lisa Kauffman seconded, with all others approving, motion carried.

Lisa Kaffuman made a motion to move out of executive session at 8:42, Cindy Miller seconded, with all others approving, motion carried.

Action from Executive Session:

Ted Thorpe made a motion to send a letter to the owners of 715 N Main street to purchase the property in the amount of $5,000.00, Lisa Kauffman seconded, with all others approving, motion carried.
