RECORD OF PROCEEDINGS
The Council of the Village of Killbuck met in regular session on March 16, 2026, at 7:00 PM at the Village Hall.
Pledge of Allegiance
Roll Call
Lisa Kauffman, Ted Thorpe, Tyler McCombs, Dave Tennant present. Cindy Miller, Dick Patterson absent.
In Attendance
Guest: Tom Abraham, candidate for Holmes County Commissioner, attended the meeting to introduce himself, distribute informational brochures, and discuss the needs of the Village.
Approval of Previous Minutes
A quorum was not present, therefore prior minutes could not be approved.
Payment of Bills
Lisa Kauffman made a motion to approve the current bill pay in the amount of $46,703.33. Dave Tennant seconded the motion.
Roll Call Vote: All present members voting yes. Motion carried.
Financial Report
Ted Thorpe made a motion to approve the February 2026 Financial Statement. Tyler McCombs seconded the motion.
Roll Call Vote: All present members voting yes. Motion carried.
Street Department Report
Street Commissioner Steve Patterson will be on vacation the following week. Council discussed debris cleanup resulting from recent storms. Updates were provided regarding the ongoing Streetscape Project, with construction anticipated to begin within the next couple of weeks.
Old / New Business
ACG Grant Application (Main Street Raising Project): Alan Knapp contacted the Village regarding submission of an application for additional Appalachian Community Grant (ACG) funding for the Main Street road raising project.
Total project cost: $442,000.00
Potential grant funding: $200,000.00
The Village has submitted a request to the Holmes County Education Foundation. If additional funding is not secured, the Village will need to identify alternative funding sources and/or cover the remaining costs.
Park & Recreation:
Baseball season will begin next week.
The park gator requires a new starter and will be sent for service.
Pest & Mosquito Control:
An estimate was received from Davidsonās 4 Seasons for spraying services at the park in the amount of $4,168.00.
Holmes Pest Control submitted a quote of $180.00 per treatment for tick control.
Ted Thorpe made a motion to proceed with both spraying and tick control services. Dave Tennant seconded the motion.
Roll Call Vote: All present members voting yes. Motion carried.
Park Improvements:
The Mayor will contact Kauffman Furniture regarding installation of the arbor.
Legal / Solicitor Update:
Solicitor Grant Mason reported that Hannah Reedy has been in contact with Aaron Miller regarding annexation of his property.
The nuisance property ordinance is in the process of being finalized.
