Killbuck Village Council met in regular session on March 18, 2025 commencing at 7:00 PM with Mayor Allison presiding.

Approval of Previous Minutes:
Ted Thorpe made a motion to approve the minutes from the previous meeting, Lisa Kauffman seconded, with Cindy Miller abstaining, all others approving, motion carried.

Fiscal Officer Report:
Representative’s Name: Linda Campbell
Approval of Bills: Tyler McCombs made a motion to pay the current bills in the amount of $17,540.72, Erica Ash seconded, with all others approving, motion carried.
Ted Thorpe made a motion to approve the February financials, Tyler McCombs seconded, with all others approving, motion carried.

Street Report:
Representative’s Name: Steve Patterson
Discussion: Did miscellaneous patching of potholes in the village. The mayor inquired about the street sweeper from Melway. Steve stated he had not heard back from them. Discussed the culvert clean out on CR 35, Steve stated he is still waiting on the township to be free.
Park Report:
Representative’s Name: Rick Allison
Discussion: The park board will be meeting Wednesday at 7:00PM. Will be getting the bases out this week. The games will start at the end of April. Will discuss the sign ofr Dave and Donna Shreiner.
Sewer / Water Report:
Representative’s Name: Rick Allison, Linda Campbell
Discussion: Still working on the new UB4 software.
Solicitor Report:
Representative’s Name: Olivia Biltz
Working on updating the contract with the Holmes County Prosecutor.

ORDINANCE 2025-003
AN ORDINANCE GRANTING FRANCHISE TO OHIO POWER COMPANY, ITS SUCCESSORS AND ASSIGNS, THE RIGHT TO ACQUIRE, CONSTRUCT, MAINTAIN, AND OPERATE IN THE STREETS, THOROUGHFARES, ALLEYS, BRIDGES AND PUBLIC PLACES OF THE VILLAGE OF KILLBUCK, STATE OF OHIO, AND ITS SUCCESSORS, LINES FOR THE TRANSMISSION AND DISTRIBUTION OF ELECTRIC ENERGY TO THE VILLAGE OF KILLBUCK, STATE OF OHIO, AND THE INHABITANTS THEREOF FOR LIGHT, HEAT, POWER AND OTHER PURPOSES, AND FOR THE TRANSMISSION AND DISTRIBUTION OF THE SAME WITHIN, THROUGH, OR ACROSS SAID VILLAGE OF KILLBUCK, STATE OF OHIO.

ORDINANCE 2025-004
AN ORDINANCE TO AMEND AND RESTATE SECTIONS § 174.15 AND 174.16 OF THE MUNICIPAL CODE OF ORDINANCES (FOR MOWING)

Meeting with OHM reviewed design made some suggestions. Will have Zoom meeting again on April 7.
New Business:
Discussion: The CIC needs 6 picnic tables for the ladies night out on May 3. Steve will bring them down on Friday night along with the barricades.
Ted Thorpe made a motion to approve the proposed Brightspeed work within the village, Erica Ash seconded, with all others approving, motion carried.
