Killbuck Village Council met in regular session on March 3, 2025 commencing at 7:053 PM with Mayor Allison presiding.
Pledge of Allegiance
Roll Call:
Tyler McCombs, Lisa Kauffman, Keith Mohler, Erica Ash, Ted Thorpe present, Cindy Miller absent.
In Attendance:

Randy Carmal, Killbuck Watershed Trust.
Discussion: the purchase of an additional 93 acres north on CR 621 and getting a resolution from the village supporting an application for funding under the clean ohio fund green space conservation program available through the Ohio Public Works Commission. After some discussion the council and the mayor agreed to pass the resolution.
Approval of Previous Minutes:
Lisa Kauffman made a motion to approve the minutes from the previous meeting, Tyler McCombs seconded, with Ted Thorpe abstaining, all others approving, motion carried.

Fiscal Officer Report:
Representative’s Name: Linda Campbell
Approval of Bills: Ted Thorpe made a motion to pay the current bills in the amount of $49,903.19, Tyler McCombs seconded, with all others approving, motion carried.

Street Report:
Representative’s Name: Steve Patterson
Discussion: Tyler inquired about the catch basin behind the village hall in the alley. The mayor stated that Jamie Menuez needs to come down and measure it. The mayor will check with Steve if he has contacted him yet.
Park Report:
Representative’s Name: Rick Allison
Discussion: The stones have been delivered for the Veterans Memorial. Sign-ups for the little league have started. Received the food license. Will get with the park board and schedule a meeting.
Sewer / Water Report:
Representative’s Name: Rick Allison, Linda Campbell
Discussion: The rates increased a dollar on water and sewer for a total minimum of $70.00 per month.
Solicitor Report:
Representative’s Name: Olivia Biltz
The litigation for the south water street property is completed. We can now proceed with the deed from the Baileys to the Strakey. Linda is contacting Marty Strakey to see how he wants the property titled.
The meeting with the prosecutor is Wednesday at 2:00 PM. We will be revising the contract and reviewing the new ordinance.

A RESOLUTION SUPPORTING THE KILLBUCK WATERSHED LAND TRUST’S APPLICATION FOR FUNDING UNDER THE CLEAN OHIO FUND GREEN SPACE CONSERVATION PROGRAM AVAILABLE THROUGH THE OHIO PUBLIC WORKS COMMISSION FOR CONSERVATION OF ECOLOGICALLY SIGNIFICANT AREAS IN HOLMES COUNTY
Lisa Kauffman made a motion to waive the three readings, Erica Ash seconded, with all others approving, motion carried.
Ted Thorpe made a motion to approve the resolution, Tyler McCombs seconded, with all others approving, motion carried.

ORDINANCE 2025-003
AN ORDINANCE GRANTING FRANCHISE TO OHIO POWER COMPANY, ITS SUCCESSORS AND ASSIGNS, THE RIGHT TO ACQUIRE, CONSTRUCT, MAINTAIN, AND OPERATE IN THE STREETS, THOROUGHFARES, ALLEYS, BRIDGES AND PUBLIC PLACES OF THE VILLAGE OF KILLBUCK, STATE OF OHIO, AND ITS SUCCESSORS, LINES FOR THE TRANSMISSION AND DISTRIBUTION OF ELECTRIC ENERGY TO THE VILLAGE OF KILLBUCK, STATE OF OHIO, AND THE INHABITANTS THEREOF FOR LIGHT, HEAT, POWER AND OTHER PURPOSES, AND FOR THE TRANSMISSION AND DISTRIBUTION OF THE SAME WITHIN, THROUGH, OR ACROSS SAID VILLAGE OF KILLBUCK, STATE OF OHIO.
Second Reading
Prior Business:
The mayor informed the council that we had a zoom meeting with OHM Jeremy Hinte and they are at 30% and hoping to be at 50% by the end of the month. We then will plan the public meeting to review. They want to do this in an open house forum. The plans will be 100% by July and ready for bidding in August.
New Business:
Discussion: Sarah McGuiness for the Duncan Theater presented the council with a food truck license for July 13 and November 23.
Ted Thorpe made a motion to grant the licenses, Lisa Kauffman seconded, with all others approving, motion carried.

Erica Ash informed the council and the mayor that ladies night is May 3. They would like to close Front Street from the museum to the VFW for food trucks and a tent for a band.
Lisa Kauffman made a motion to close the street, Tyler McCombs seconded, with all others approving, motion carried.
