The meeting of the Village of Killbuck Council was called to order at 7:00 PM by Mayor Rick Allison presiding.

Cindy Miller, Lisa Kauffman, Tyler McCombs, Dave Tennant, and Ted Thorpe present. Dick Patterson absent.

Approval of Previous Minutes

Ted Thorpe made a motion to approve the previous meeting minutes. Tyler McCombs seconded the motion.

Payment of Bills

Dave Tennant made a motion to approve the current bill pay in the amount of $48,133.98. Ted Thorpe seconded the motion.

Financial Report

Tyler McCombs made a motion to approve the April financial reports. Lisa Kauffman seconded the motion.

Street Department Report

Street banners are up. Mosquito spraying has started.

Park Report

Little League has started at the park. There are many park rentals taking place.

Sewer / Water Report

The water/sewer water line was lowered and relocated for the Streetscape Project.

A RESOLUTION ADOPTING THE HOLMES COUNTY HAZARD MITIGATION PLAN, AND DECLARING AN EMERGENCY

Lisa Kauffman made a motion to waive the three readings of Resolution 2026-004. Ted Thorpe seconded the motion.

AN ORDINANCE RELATED TO UNSAFE AND NUISANCE PROPERTIES FOR THE VILLAGE OF KILLBUCK, AND DECLARING AN EMERGENCY

ORDINANCE 2026-004

AN ORDINANCE ESTABLISHING THE POSITIONS OF PUBLIC NUISANCE/UNSAFE BUILDING INSPECTORS FOR THE VILLAGE OF KILLBUCK, AND DECLARING AN EMERGENCY

Dave Tennant made a motion to waive the three readings of Ordinance 2026-005. Ted Thorpe seconded the motion.

ORDINANCE 2026-005

AN ORDINANCE AUTHORIZING THE HOLMES COUNTY GIS DEPARTMENT TO HANDLE HOUSE NUMBERING AND ADDRESS ASSIGNMENTS WITHIN THE VILLAGE OF KILLBUCK AND DECLARING AN EMERGENCY

Lisa Kauffman made a motion to waive the three readings of Ordinance 2026-005. Ted Thorpe seconded the motion

New Business

Tyler McCombs inquired about installing a speed bump on Bucy Drive. After discussion, Council also decided to install one on Mullet Drive.

Dave Tennant made a motion to install the two speed bumps. Cindy Miller seconded the motion.
