May 19 Council Meeting

RECORD OF PROCEEDINGS

Killbuck Village Council met in regular session on May 19, 2025 commencing at 7:00 PM with Mayor Allison presiding.

Pledge of Allegiance

Roll Call:

Tyler McCombs, Keith Mohler, Lisa Kauffman, Ted Thorpe, Cindy Miller present, Erica Ash absent,

In Attendance:

Steve Patterson, Street Commissioner
Oliva Biltz, Solicitor

Guests: Tabitha Strouse, representing Ronnie and Penny Hamilton of 640 N Water street. Presented them with a purchase agreement. They will review and get back with the council.

Approval of Previous Minutes:

Ted Thorpe made a motion to approve the minutes from the previous meeting, Tyler McCombs seconded, Lisa Kauffman abstained motion carried.

Fiscal Officer Report:

Representative’s Name: Linda Campbell

Approval of Bills: Ted Thorpe made a motion to pay the current bills in the amount of $42,020.91, Lisa Kauffman seconded, with all others approving, motion carried.

VOTING RESULTS – Yes: 5, No: 0, Abstain: 0

Street Report:

Representative’s Name: Steve Patterson

Discussion: Patched potholes. All banners are up. Will get the flags up next week. Still waiting on Andrew Schlabach with Melway concerning the street sweeper. CR35 culvert still on hold. Will be taking the mosquito sprayer for inspection on Wednesday. Will start spraying after that.

Park Report:

Representative’s Name: Rick Allison

Discussion:The swing set is broken again and will contact Kauffman. Kendra Gundrum is buying a new scoreboard. Ordered it today.

Sewer / Water Report:

Representative’s Name: Rick Allison, Linda Campbell

Discussion: Went live with UB4 on April 30.

Solicitor Report:

Representative’s Name: Olivia Biltz

The liquor/wine issue. The only way to fix it is a ballot issue. Council decided to table and let each business who wants a permit, to put it on the ballot.

Legislation:

ORDINANCE 2025-006

AN ORDINANCE APPROVING AND AUTHORIZING THE MAYOR AND FISCAL OFFICER TO EXECUTE AN “EXTENSION OF CONTRACT FOR REFUSE AND RECYCLING SERVICES” WITH KIMBLE RECYCLING AND DISPOSAL

Third Reading & Approval

Ted Thorpe made a motion to approve the ordinance, Tyler McCombs seconded, with all others approving, motion carried.

Lisa Kauffman made a motion to get security cameras at the Street Garage, Keith Mohler seconded, with all others approving, motion carried.

Darlene Lint submitted a zoning approval for a business at 160 E Buker Street. After some discussion. Council approved the application.

Linda informed the council of HB 133.
