Killbuck Village Council met in regular session on May 5, 2025 commencing at 7:00 PM with Mayor Allison presiding.

Approval of Previous Minutes:

Tyler McCombs made a motion to approve the minutes from the previous meeting, Cindy Miller seconded, all others approving, motion carried.

Fiscal Officer Report:

Ted Thorpe made a motion to approve the April financials, Erica Ash seconded, with all others approving, motion carried.

Approval of Bills: Ted Thorpe made a motion to pay the current bills in the amount of $15,036.72, Erica Ash seconded, with all others approving, motion carried.

Street Report:

Representative’s Name: Steve Patterson

Discussion: Had a report from Sara Hosfelt on April 30th concerning the catch basin on E Grant Street and Railroad St. The catch basin has a piece of re-bar that is sticking up. The mayor had Mike go put a cone on it and the mayor will discuss with Steve concerning getting it fixed. Call from the Sheriff’s office concerning a trees down on N Water Street and CR 35. The county came with the durapatcher and patched misc. pot holes within the village. Ted requested that the catch basins be cleaned out.

Park Report:

Representative’s Name: Rick Allison

Discussion:The concrete pads were poured at the park. Kurt McDowell hauled a load of flume sand for the park, from United Aggregates, Inc. Little league has started and girls softball will start next week.

Sewer / Water Report:

Discussion: Went live with UB4 on April 30.

RESOLUTION 2025-004

A RESOLUTION AUTHORIZING A TRANSFER OF MONIES FROM THE GENERAL FUND TO THE PARK FUND, AND DECLARING AN EMERGENCY

Tyler McCombs made a motion to waive the three readings, Ted Thorpe seconded, with all others approving, motion carried.

ORDINANCE 2025-006

AN ORDINANCE APPROVING AND AUTHORIZING THE MAYOR AND FISCAL OFFICER TO EXECUTE AN “EXTENSION OF CONTRACT FOR REFUSE AND RECYCLING SERVICES” WITH KIMBLE RECYCLING AND DISPOSAL

Second Reading

Prior Business:

The Street-scape update was held today at 1:00 PM and reviewed the concerns from the public hearing. Mainly the parking on Front Street, the ADA parking, placements of fire hydrants and the storm sewers. The Front Street parking issue is possibly changing the design to having parking places on the North side by the post office. Jeremy explained that by ODOT regulations we are in compliance by not having ADA parking on the street and it could just create a liability issue for the village. Jeremy reviewed with Mike Judson the placement of the 2 hydrants on the north part of the village. Discussed the storm sewers and the plan to allow homeowners to pump to them. The project is still set to go out for bid in July. 

Culvert on CR 35 still waiting on the township. Linda will follow up with the Sheriff concerning serving 2nd notice to properties, and junk vehicles.

New Business:

Discussion: Ted Thorpe made a motion to implement the summer meeting schedule starting in June thru Septemeber council will meet on the 3rd Monday of the month only commencing at 7:00 PM, Tyler McCombs seconded, with all others approving, motion carried.

Erica informed the council of the movie dates that the CIC plan on showing at the park. The dates are May 23, June 20, July 18, August 15 and August 31.

Discussion took place concerning a community bulletin board. Linda will discuss with Jeremy from OHM about incorporating this with the street-scape project.
