November 17 Council Meeting

RECORD OF PROCEEDINGS

Killbuck Village Council met in regular session on November 17, 2025 commencing at 7:00 PM with Mayor Rick Allison presiding.

Approval of Previous Minutes:

Ted Thorpe made a motion to approve the previous meeting minutes. Cindy Miller seconded, with all others approving, motion carried.

Fiscal Officer Report:

Representative’s Name: Linda Campbell

Tyler McCombs made a motion to approve the current bills in the amount of $35,930.32. Lisa Kauffman seconded, with all others approving, motion carried.

Street Report:

Representative’s Name: Steve Patterson

Discussion: Street Commissioner Patterson reported the Veteran’s banners have been taken down. Christmas decorations will be installed in preparation for the Christmas Tree Lighting on December 7.

Mr. Patterson also advised he will be off work beginning Friday due to his wife’s hip surgery and expects to be off through sometime next week depending on her recovery.

Park Report:

Representative’s Name: Rick Allison

Discussion: Work continues on spreading dirt. The bathrooms will be closed down for the winter.

Holmes RediMix will be donating pea gravel for the new playground area. The Village will be responsible for the trucking costs as a sling truck will be used.

Sewer / Water Report:

Representative’s Name: Rick Allison, Linda Campbell

Discussion: Mayor Allison reported there was a water line break on Spring Street last Saturday.

Solicitor Report:

Representative’s Name: Olivia Biltz

Discussion: Solicitor Biltz advised that Kim Chaney (closer at Heartland Title) is still working with the Attorney General’s office to obtain lien amounts for the Hamilton property.

Solicitor Biltz also reported she had a meeting with John Hammers (Holmes County Assistant Prosecutor) and Fiscal Officer Linda Campbell last Friday. There were still no clear answers from that office. Fiscal Officer Campbell will check the Ohio Basic Code and the Village’s codified ordinances to determine proper sections to cite and will work on revising the letters.

Solicitor Biltz advised her contract ends December 31, 2025, and she will not be renewing. She shared that she has enjoyed working with the Village; however, her career and personal life are heading in different directions.

RESOLUTION 2025-011

A RESOLUTION APPROVING THE SPENDING OF OVER $3,000.00 AND A THEN AND NOW PURCHASE ORDER TO PAY JESSICA HELDMAN, CPA FOR THE 2023 AND 2024 AUDIT PERIOD, AND DECLARING AN EMERGENCY

Lisa Kauffman made a motion to waive the three readings. Ted Thorpe seconded, with all others approving, motion carried.

Tyler McCombs made a motion to approve Resolution 2025-011. Cindy Miller seconded, with all others approving, motion carried.

Prior Business:

Fiscal Officer Campbell reported she is still working with Renee West, Renee West HR Solutions, LLC. The estimate for drafting and updating is $875.00.

Ted Thorpe made a motion to pay the invoice. Lisa Kauffman seconded, with all others approving, motion carried.

New Business:

Council member Keith Mohler handed in his letter resigning from council effective January 1, 2026.

Ted Thorpe made a motion to change the December 1st meeting to December 29, 2025 at 7:00 PM. Tyler McCombs seconded, with all others approving, motion carried.
