November 3 Council Meeting

RECORD OF PROCEEDINGS

Killbuck Village Council met in regular session on November 3, 2025 commencing at 7:00 PM with Mayor Allison presiding.

Approval of Previous Minutes:

Cindy Miller made a motion to approve the minutes from the previous meeting, Tyler McCombs seconded, Lisa Kauffman, abstaining all others approving, motion carried.

Fiscal Officer Report:

Representative’s Name: Linda Campbell

Cindy Miller made a motion to approve the October financials, Ted Thorpe seconded, with all others approving, motion carried.

Approval of Bills: Ted Thorpe made a motion to pay the current bills in the amount of, $12,379.16 Lisa Kauffman seconded, with all others approving, motion carried.

Street Report:

Representative’s Name: Steve Patterson

Discussion: Leaf pick up tomorrow.

Park Report:

Representative’s Name: Rick Allison

Discussion: Need to finish the 6×6 border and then order pea gravel to finish the playground equipment. Tommy Horn will be doing the sidewalk. One of the toilets in the restroom cracked going to replace it.

Sewer / Water Report:

Representative’s Name: Rick Allison, Linda Campbell

Discussion: Jimmy would like to try for his sewer license. There appears to be another leak, still have not located it.

Solicitor Report:

Representative’s Name: Olivia Biltz

Discussion: Ted inquired about the properties that were turned over to the prosecutor. Olivia stated that the online ordinances need to be updated online. The current ordinance 2011-004 was sent back from the prosecutor.

Keith inquired as to what point does the village step in and clean up these properties.

AN ORDINANCE AUTHORIZING A REQUEST TO THE OHIO BOARD OF BUILDING STANDARDS TO CERTIFY THE VILLAGE OF KILLBUCK FOR ENFORCEMENT OF THE STATE OF OHIO STATE BUILDING CODES WITH THE CONDITION THAT THE TUSCARAWAS COUNTY BUILDING DEPARTMENT EXERCISE ENFORCEMENT AUTHORITY AND ACCEPT AND APPROVE PLANS AND SPECIFICATIONS AND PERFORM ALL INSPECTIONS, AND AUTHORIZING AN AGREEMENT FOR SUCH ENFORCEMENT BETWEEN THE VILLAGE OF KILLBUCK AND TUSCARAWAS COUNTY, OHIO

Ted Thorpe made a motion to approve, Tyler McCombs seconded, with all others approving, motion carried.

Prior Business:

Pre-construction meeting today for the Streetscape project. They hope to start the week of the November 17. Would like to have permission to work from 7:00AM to 5:30PM.

New Business:

There is a grant available for a new mosquito sprayer. Will need to get letter from Holmes County Health Commissioner to apply.

December meetings and Christmas party.
