Killbuck Village Council met in regular session on October 20, 2025 commencing at 7:00 PM with Ted Thorpe, presiding.

Approval of Previous Minutes:
Tyler McCombs made a motion to approve the minutes from the previous meeting, Keith Mohler seconded, Erica Ash, abstaining all others approving, motion carried.

Fiscal Officer Report:
Representative’s Name: Linda Campbell
Approval of Bills: Cindy Miller made a motion to pay the current bills in the amount of, $69,157.53 Erica Ash seconded, with all others approving, motion carried.

Street Report:
Representative’s Name: Steve Patterson
Discussion: Leave pick up started last Friday. Repaired the pavement from the water line breaks behind the Pizza Parlor and Methodist Church today, will repair Upper Railroad Street and alley tomorrow. Dumpsters will be delivered Thursday, October 23 and be available at the park until Monday, October 27.
Park Report:
Representative’s Name: Linda Campbell
Discussion: The new playground equipment was installed on October 14 by Hershberger Lawn Structures. Need to finish the 6×6 borders around the equipment and get the pea gravel once the border is complete. Linda is working with Tommy Horn for the sidewalk install. Hopefully the first part of November. Ted thanked Adam Campbell for the removal of the old equipment and getting the site prepped.
Linda inquired about proceeding with getting a few more pieces of playground equipment. After some discussion, Linda will check with Mr. Lash at the school what he thinks will happen with the school’s Gaga pit once the school relocates.
Sewer / Water Report:

Discussion: All the previous water leaks are fixed. The usage is indicating another leak somewhere. Mike is working on locating it.
Solicitor Report:

Discussion: Still working with the prosecutor’s office concerning the wording of our notice.

AN ORDINANCE AUTHORIZING A REQUEST TO THE OHIO BOARD OF BUILDING STANDARDS TO CERTIFY THE VILLAGE OF KILLBUCK FOR ENFORCEMENT OF THE STATE OF OHIO STATE BUILDING CODES WITH THE CONDITION THAT THE TUSCARAWAS COUNTY BUILDING DEPARTMENT EXERCISE ENFORCEMENT AUTHORITY AND ACCEPT AND APPROVE PLANS AND SPECIFICATIONS AND PERFORM ALL INSPECTIONS, AND AUTHORIZING AN AGREEMENT FOR SUCH ENFORCEMENT BETWEEN THE VILLAGE OF KILLBUCK AND TUSCARAWAS COUNTY, OHIO
Prior Business:
Reviewed the conditional use section 19.014(C) restrictions for Industrial Zoned parcel #09-00487.000. Linda will get with the zoning and planning board to schedule a meeting.
New Business:
There appears to be someone living in a truck at the parking lot across from the post office. Linda will contact Tim Stryker. Linda will not be at the November 3 meeting. Erica will take the minutes.
