Killbuck Village Council met in regular session on October 6, 2025 commencing at 7:00 PM with Mayor Allison presiding.
Pledge of Allegiance
Roll Call:
Tyler McCombs, Lisa Kauffman, Ted Thorpe, Cindy Miller, Keith Mohler present. Erica Ash absent.
In Attendance:

Guests: Jason Biltz, Teckton Engineering
Reviewed what is needed for the sidewalk at the park for the ODNR grant. He will get the village a letter of certification for the specs on the sidewalk.
Approval of Previous Minutes:
Lisa Kauffman made a motion to approve the minutes from the previous meeting, Ted Thorpe seconded, all others approving, motion carried.

Fiscal Officer Report:
Representative’s Name: Linda Campbell
Cindy Miller made a motion to approve the September financials, Ted Thorpe seconded, with all others approving, motion carried.

Approval of Bills: Ted Thorpe made a motion to pay the current bills in the amount of, $39,528.47 Tyler McCombs seconded, with all others approving, motion carried.

Street Report:
Representative’s Name: Steve Patterson
Discussion: The dumpsters will be at the park October 23rd to the 27th. Leaf pick up will start next week. The alley behind the bank was closed today for the bank remodel. Ted stated if there are any issues with the closure to let him know.
Park Report:
Representative’s Name: Rick Allison
Discussion: Fall league is finished. The Hometown Heroes tournament raised $960.00. The trees have been ordered and planted. Will be installing the new scoreboard in the next couple of weeks.
Sewer / Water Report:
Representative’s Name: Rick Allison, Linda Campbell
Discussion: The waterline project did not get the CDGB grant. The director agreed to give us a one time extension until August of 2026 to start and a completion date August 2027, to secure additional funding. After some discussion Ted Thorpe made a motion to accept the extension, Tyler McCombs seconded, with all others approving, motion carried.

Received an email from Jamie Bird at 318 Upper Railroad Street concerning a sewer line issue. The issue is from her house to the main. After some discussion Linda will email her that the ordinance states anything from her house to the main is the responsibility of the property owner.
Solicitor Report:
Representative’s Name: Olivia Biltz
Discussion: Received email from the prosecutor concerning issues with ordinance 2011-004, the ordinance that we sent out to the properties that have nuisance issues. Olivia will get with the prosecutor to determine what the issues are.

AN ORDINANCE AUTHORIZING A REQUEST TO THE OHIO BOARD OF BUILDING STANDARDS TO CERTIFY THE VILLAGE OF KILLBUCK FOR ENFORCEMENT OF THE STATE OF OHIO STATE BUILDING CODES WITH THE CONDITION THAT THE TUSCARAWAS COUNTY BUILDING DEPARTMENT EXERCISE ENFORCEMENT AUTHORITY AND ACCEPT AND APPROVE PLANS AND SPECIFICATIONS AND PERFORM ALL INSPECTIONS, AND AUTHORIZING AN AGREEMENT FOR SUCH ENFORCEMENT BETWEEN THE VILLAGE OF KILLBUCK AND TUSCARAWAS COUNTY, OHIO

The Hamilton property. Heartland is working on getting the liens released. Once that is finished we will proceed.

Junk Vehicle in Buckeye Alley. Rick will contact the owner and let them know that it needs to be taken care of.
