A RESOLUTION OF THE VILLAGE OF KILLBUCK ADOPTING THE HOLMES COUNTY HAZARD MITIGATION PLAN

WHEREAS, the Village of Killbuck recognizes that natural hazards increase the risk to life, property, environment, and the Village’s economy; and

WHEREAS, the Village of Killbuck also recognizes that pro-active mitigation of known hazards before a disaster event can reduce or eliminate long-term risk to life and property; and

WHEREAS, the Disaster Mitigation Act of 2000 (Public Law 106-390) established new requirements for pre and post disaster hazard mitigation programs; and

WHEREAS, the Holmes County Mitigation Planning Team has completed a planning process that engages the public, assesses the risk and vulnerability to the impacts of natural hazards, develops a mitigation strategy consistent with a set of uniform goals and objectives, and creates a plan for implementing, evaluating and revising this strategy.

NOW THEREFORE, BE IT RESOLVED by the Council of the Village of Killbuck, State of Ohio, as follows:

Section 1. The Village of Killbuck adopts in its entirety, the Holmes County Hazard Mitigation Plan (the “Plan”) as the Village’s Hazard Mitigation Plan.

Section 2. The Village of Killbuck shall execute the actions identified in the Plan that pertain to the Village.

Section 3. The Village of Killbuck shall use portions of the Plan to guide pre and post disaster mitigation of the hazards identified.

Section 4. The Village of Killbuck shall coordinate the strategies identified in the Plan with other planning programs and mechanisms under its jurisdictional authority.

Section 5. The Village of Killbuck shall continue its support of the Holmes County Mitigation Planning Team as described within the Plan.

Section 6. The Village of Killbuck shall help to promote and support the mitigation successes of all participants in the Plan.

Section 7. The Village of Killbuck shall incorporate mitigation planning as an integral component of government and partner operations.

Section 8. The Village of Killbuck shall provide an update of the Plan in conjunction with the County no less than every five years.

Section 9. It is found and determined that all formal actions of this Council relating to the adoption of this Resolution were adopted in an open meeting of the Council, and that all deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public, in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code.

Passed at a regular meeting of the Killbuck Village Council duly convened with a quorum present this 16th day of February, 2021.
