A RESOLUTION CONTINUING THE COMMUNITY REINVESTMENT AREA AGREEMENT FOR 185 E. WASHINGTON STREET, KILLBUCK, OHIO, AND DECLARING AN EMERGENCY
WHEREAS, pursuant to Ordinance No. 2013-2, the Village of Killbuck established the Killbuck Community Reinvestment Area (CRA), which is an area of land in which property owners can receive tax incentives for investing in real property improvements pursuant to the CRA Program provided for in the Ohio Revised Code;
WHEREAS, the CRA Program is a direct incentive tax exemption program benefiting property owners who renovate existing buildings or construct new buildings;
WHEREAS, on or about May 7, 2014, pursuant to a CRA Agreement, a CRA Program property tax abatement was approved for a period of ten years for the property located at 185 E. Washington Street, Killbuck, Ohio 44637; and
WHEREAS, the Executive Director of the Holmes County Economic Development Council has requested that the Village confirm by March 26, 2021 whether the CRA Agreement should continue so that the Village’s position can be reported to the Ohio Development Services Agency in connection annual reporting requirements.
NOW THEREFORE BE IT RESOLVED by the Council of the Village of Killbuck, two-thirds or more of the members elected thereto concurring, that:
SECTION 1. The Mayor and Council for the Village of Killbuck agree that the CRA Agreement for 185 E. Washington Street, Killbuck, Ohio 44637 should continue in full force and effect.
SECTION 2: This Resolution is hereby declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency is that this Resolution is necessary for the immediate preservation of public peace, health, safety and welfare, and for the further reason that immediate passage is necessary to comply with reporting deadlines set forth in this Resolution.
Passed at a regular meeting of the Killbuck Village Council duly convened with a quorum present this 15th day of March, 2021.
